Cabinet introduces 'yellow,' 'green' COVID-19 passports – Health Ministry

KYIV. Sept 14 (Interfax-Ukraine) – The Cabinet of Ministers of Ukraine amended Resolution No.1236 and introduced "yellow" and "green" coronavirus (COVID-19) passports for Ukrainians, containing information on full or partial vaccination and according to which privileges will apply to all vaccinated, the Health Ministry press service said.

"Our proposed amendments are an opportunity to contain the epidemic situation and maintain the economic activity of the country. We say that today there is an opportunity to be vaccinated and protected for everyone, there is enough vaccine for this. In addition, we have clearly defined the weekly supply of vaccines until the end of this. We even allowed to choose which vaccine to be vaccinated, which is not available in most countries," the ministry’s press service said, citing Health Minister Viktor Liashko.

In particular, according to the amendments, COVID-19 certificate will be "yellow" or "green" and will contain information about vaccination, a negative test result valid for 72 hours, or recovery. The "yellow" certificate will include information about the first vaccination, and the "green" one about the full course.

As noted, in the case of the introduction of a "yellow" level of epidemic danger, the requirements for the work of educational institutions have been simplified, they will work if at least 80% of employees with "yellow" or "green" COVID-19 certificates are present.

However, restrictions on the "yellow" level of epidemiological safety will not apply if all participants (visitors) and at least 80% of organizers of public events, employees of cinemas, theaters, museums or other cultural institutions, gyms and swimming pools will have "yellow" or "green" COVID-19 certificate.

If the "red" level of epidemiological danger is introduced, educational institutions will operate if 100% of employees have a "green" COVID-19 certificate.

The ministry said the final decision on the provision of services to the vaccinated or compliance with all quarantine restrictions rests with the owner.

In addition, the current restrictions on the red level will not apply, provided that all participants (visitors), employees and organizers of public events, including religious employees, employees of cinemas, theaters, museums or other cultural institutions, entertainment establishments, shopping and entertainment centers, catering establishments, markets, gyms and swimming pools have a "green" COVID-19 certificate.

It is noted that if citizens crossing the border of Ukraine have a "yellow" or "green" certificate of vaccination or recovery from COVID-19, they may not self-isolate. The same applies to those who come from the temporarily occupied territories.
