Ukraine will create electronic energy control system as part of its new model – bill

KYIV. April 5 (Interfax-Ukraine) – The State Energy Supervision Inspectorate of Ukraine has published a bill on state energy control, which provides for the creation in Ukraine of an electronic energy control system in the areas of electricity, heat supply and the natural gas market as part of its new model in accordance with EU requirements.

“Innovations involve the creation of an electronic energy control system that will automate the processes of planning and conducting state energy control measures, preparing, forming and monitoring the implementation of administrative documents of the state control body and processing the results of monitoring, technical audits,” the authority noted.

The development of the bill was caused by the need to ensure the possibility of implementing the EU requirements in the current legislation of Ukraine, in particular, regarding the effective state influence on business entities in preparing energy infrastructure facilities for the passage of the heating season, ensuring a sustainable supply of electricity and natural gas.

“The bill on state energy control proposes a new model of state control in the fields of electricity, heat supply and the natural gas market and lays down new principles that will help achieve a balance between the requirements of the European community and Ukrainian society,” the inspectorate informed.

In particular, the document defines the main principles for the implementation of state energy control in the sectors of the electric power industry, heat supply and the natural gas market, the powers of executive authorities in these areas, as well as the specifics of the implementation of state energy control measures.

The bill also regulates the issue of state control over the technical condition and operation of power equipment and networks as the main component of the sustainable functioning of the electric power industry, heat supply and the natural gas market.
