Law on capital from 'servants' is dangerous precedent – 'UDAR' of Vitali Klitschko

KYIV. Nov 17 (Interfax-Ukraine) – The law on the capital, proposed by representatives of the Servant of the People, which the Verkhovna Rada may vote this plenary week, is a pilot project to curtail local self-government in Ukraine, head of the executive committee of the UDAR of Vitali Klitschko party Artur Palatny said.

"The ‘servants’ were given the go-ahead already this week to vote for the law on the capital city No. 2143-3. Kyiv residents are being deprived of the opportunity to govern the capital: instead of the popularly elected mayor, the authorities want to put ‘100% their own person". But we are talking about more than Kyiv. The Capital Law is a pilot project to curtail local self-government in Ukraine. If we keep silent today and allow the authorities to crush the capital – tomorrow the same scenario will be implemented throughout the country," Palatny said.

According to him, the authorities decided to act boldly, disregarding common sense and rejection of their actions by the Ukrainians. The politician said also that the authorities ignore the will of the people of Kyiv, the opinion of the MPs and the European community.

"Servants’ disregard the opinion of the MPs, therefore they plan to adopt the bill on the capital according to a special procedure, when the MPs are deprived of the right to make amendments. ‘Servants’ ignore the opinion of the European community, and therefore do not wait for the conclusions of the Venice Commission. They understand that the conclusion will be far from ‘positive’. ‘Servants’ neglect the will of the people of Kyiv, therefore they are trying to remove the mayor elected by the people of Kyiv from the management of the capital and postpone the elections to district councils in Kyiv until 2025," the head of the UDAR executive committee said.

He called on everyone not to allow the authorities to subjugate local self-government.

"We must not allow the authorities to pass an anti-constitutional law on the capital. The law must be adopted only on the basis of the conclusions of the Venice Commission with the involvement of Ukrainian and international experts and the public," Palatny said.
