Technical Engineer
HEKS/EPER is looking for the Technical Engineer. Base in Odesa.
Job objective
Technical Engineer under supervision of Senior Technical Engineer and in coordination with field teams is responsible for reviewing the design and planning, formulation, implementation, monitoring and evaluation, and quality assurance of all activities related to light, medium repairs and large-scale construction works (indirectly – monitoring the selected contractor during the execution of works) of residential and social buildings, bomb shelters (except water supply) to ensure overall efficiency and effectiveness of the programme management, relevance and value of money of the investments, delivery, and accomplishment of programme goals and objectives. In close cooperation with the program, MEAL, and logistic teams, he/she will oversee and provide technical support in the needs assessment, design, implementation, and monitoring of appropriate renovations and construction with humanitarian and Shelter Cluster Standards.
Tasks and responsibilities
Programme delivery: He/she is responsible for the technical assessment of needs/detailed damage assessment(based on damage assessment made by other team members) in detached houses damaged, multi-story apartment buildings, IDPs collectives centres, providing purchase requests with necessary technical specifications, evaluation of proposals in tenders, supervision of work performed by contractors and daily workers, report and assessment of performance quality, participation in cluster coordination meetings, HEKS internal events.
Needs assessment: The program team will determine neighbourhoods having a concentration of buildings affected most by the war, after a rocket attack on individual houses or multi-story apartment buildings, facilities used as IDPs collective centres. After assessing and determining the most vulnerable household still in a damaged building, the Technical Engineer will determine if the HHs need light, medium repairs and construction. He/She will prepare for each places the details of the main activities in term of the roof, windows, doors, internal walls, and electrical works in link with the Sop done by the Shelter Working group.
He/She will be in contact with her manager and the logistic department to provide a list of equipment.
Contribute to and provide inputs on the work plan, required project reports, baseline data, tools and indicators for monitoring and evaluation, and collection/sharing of lessons learned.
Communication: He/She is the focal point between the organisation and the community. He/She assesses the needs and capacity of local actors, performs due diligence on potential partners or subcontractors, and builds a partnership. He/She reports all information the partnership collects to the line manager. The Technical Engineer develops and maintains relationships and works closely with local actors, including national and local government, private sector, community, NGOs, other donors, etc.
Safety & context: He/She assists with monitoring the context and reporting daily to their line management.
Supplies: He/She supports the light and medium repairs activities, and more large-scale construction works indirectly. The Technical Engineer develops Procurement Requests and required technical specifications to procure goods or services according to HEKS-EPER procedures and guides. He/She participates in the work of evaluation committees to determine the best quality proposal for optimal price. The Technical Engineer works closely with all HEKS-EPER departments to ensure high quality and visibility of performed rehabilitation.
Oversight: He/She is responsible for managing the technical quality of HEKS’s light, medium repairs activities and construction with humanitarian and Shelter Cluster Standards.
Representation: He/She should represent HEKS-EPER with partners, subcontractors, government, donors, and other stakeholders in a highly professional manner.
Reporting: Write background documents, briefs, presentations, reviews, landscape analyses, and data analysis on construction activities, as needed.
