Program / Department Summary
The Mercy Corps Finance & Compliance Department is responsible for all financial functions in its Ukraine response (Ukraine, Poland, Moldova, and Romania), including accounting, payments and banking, payroll, budgeting, monetary, financial reporting, and grant financial management and compliance. Mercy Corps currently receives over USD 130 million from international donors to implement its Ukraine response activities. The Mercy Corps Finance & Compliance Department ensures compliance with donor regulations as well as Mercy Corps’ internal policies and procedures. In its role as a support to the Program Department, the Finance Department provides timely reports and assistance to the Country Director and the Program team to ensure that financial resources are used efficiently and effectively.
General Position Summary
Working in the Finance Department under the direction of the Sub-awards Finance & Compliance Manager, the Senior Grants Compliance Finance Officer is responsible for monitoring partners actual expenditure is in line with the agreed award and works with sub-awardees to review their due diligence and financial reporting, to ensure the projects are being implemented with minimal risk.
Essential Job Responsibilities
SUBAWARD MANAGEMENT
- Review of partner budgets and budget narratives.
- Conduct general organizational assessments for partners
- Assist in the preparation and review of subgrant agreements.
- Review partner financial reports and supporting documentation
- Conduct partner visits when needed
- Follow up on all subgrant compliance issues and audits and document resolutions.
- Maintain partner files on the drive and update the partner tracker regularly.
- Other duties as assigned by supervisor
Team Management
- Develop the capacity of the team, deepen understanding of their roles and assist with career development.
- Assist team members with information, tools, and resources to improve performance & reach objectives.
- Promote accountability, communicate expectations, and provide constructive feedback informally and formally via regular one on ones and performance reviews.

Reports Directly To: Sub-awards Finance & Compliance manager/Sub-awards Finance & Compliance coordinator
Works Directly With: Sub-awards & Compliance Team, Country Finance Manager (and other in-country finance department personnel), other Finance staff, Program and Administrative Staff, HQ (MCG & MCE/NL) Compliance Departments, HQ (MCG & MCE/NL) Int’l Finance Departments.
Knowledge and Experience
- Prior experience in finance, procurement, operations, or any organizational field is preferred.
- A university degree in finance, accounting or other fields is preferred
- Basic computer skills in MS Office programs, particularly Excel and word
- Good oral and written English skills.
- Ability to work effectively with an ethnically diverse team in a sensitive environment.
- Willingness to learn and adapt.

- Experience in a commercial sector setting is not mandatory (although preferred), what we are seeking are keen; numerate, literate staff who are enthusiastic to learn about the detailed financial operations of a well-regarded (U.S based) international NGO which is providing critical support to Ukraine people across four countries due to the current conflict.
