SCOPE OF WORK  

USAID Transformation Communications Activity  

Job Title: SMM Expert (Telegram, Twitter and Instagram) for the Ministry of Culture and Informational Security of Ukraine

Estimated Period of Performance/Level of Effort: 12 months (full time)

Background: The Ministry of Culture and Information Policy is the main GoU body tasked with the formation and implementation of state policy in the areas of culture, state language policy, and information security, as well as creating and implementing state policy in the areas of national memorialization, protection of cultural heritage including crimes against Ukraine’s cultural heritage by Russian Forces. At this critical juncture, when the world continues to support Ukraine, and Ukrainians continue to have their resiliency tested by Russia’s sustained physical and psychological attacks, it’s crucial to support the Ministry of Culture and Informational Policy of Ukraine to strengthen its voice in Ukraine and outside the country particularly to counter Russian mis/dis-information narratives.

As such, TCA is seeking a short-term SMM expert to be integrated into MCIP team to develop a communication strategy for Telegram, Twitter, and Instagram, ensure its implementation, and establish systems for improved SMM practices within the Ministry. The expert will focus their assignment on strengthening MCIP social media rather than solely acting as an additional “set of hands” during the assignment. The expert will build the communication capacity of MCIP with regards to SMM including integrating best SMM practices, establish better engagement with target audiences, inform relevant governmental initiatives, and promote Ukrainian culture through MCIP SMM strategy and content.  This activity will help develop MCIP’s social communication channels (Telegram, Twitter, Instagram) among Ukrainians of different ages and for an external audience. Through this, TCA will work on raising the number of MCIP channel subscribers and the reach of the messages MCIP conveys.  

Responsibilities include:

Strategy and Capacity Building (Primary responsibility)

– To develop MCIP’s long-term SMM strategy, as well as a content plan for a 12-month period (in collaboration with TCA and MCIP) for MCIP Telegram Channel, Twitter page, and Instagram account;

– As part of the strategy, the consultant shall include a develop a SMM toolkit and resources/guidebook with clear work instructions, process flows, quality assurance checklists, examples, and best practices that can be used by MCIP staff (communications professionals and non-experts) following the assignment;

– To adapt the existing message boxes for publications on Telegram Channel, Twitter and Instagram;

– As appropriate, to provide or coordinate ad-hoc presentations and capacity building to other MCIP staff on how to adapt messaging for social media platforms;

– To write and/or copy of publications relevant for the internal and external audiences depending on the channel of communication;

– Ensure MCIP’s voice and vision are understood, all aspects of communications are covered to ensure that the MCIP messages about Russian mis- and dis-information, news in culture and informational policy, crimes committed by Russia during the war, questions of gender equality and informational reintegration of liberated territories, questions on unity of Ukrainians are delivered clearly and successfully to external and internal audiences depending on the channel of communication;

– To provide breaking updates for immediate placement if needed during nighttime in rare circumstances as needed;

– To find and publish materials that ensure additional information of the key messages based on MCIP approved communications strategy for each channel;

– To develop materials for all types of publications from content plan alongside MCIP staff;

– To plan and implement promotion for campaigns or separate posts in coordination with MCIP internal team;

– To manage the development/adaptation of visuals or infographics for publications;

– To find positive and shareable content, increasing the number of personal stories and storytelling formats to balance the informative content. Prior to the end of the assignment, the consultant shall develop an exit strategy, as well as provide written guidance/tools, and potentially update the MCIP’s SMM strategy for an appropriate handover to MCIP for next steps following TCA support.

 All tasks shall be coupled with a capacity-building approach in which the SMM Expert does not do the content-development/promotion work in a vacuum, but works with MCIP staff and develops systems and easy solutions for MCIP to continue with its existing staff (or backfill) following this short-term assignment.

Reporting and TCA Support

  • Plan working hours according to Ukrainian legislation and report on results to TCA and MCIP weekly and monthly.
  • Provide written reports on a weekly, monthly, and as-requested basis on the progress of their work within MCIP.
  • Support USAID Transformation Communications Activity (TCA) in developing and strengthening established partnerships with MCIP.

 Deliverables/Outcomes:

  • Develop and implement a communications strategy to amplify MCIP voice in Telegram, Twitter, Instagram.
  • Develop and implement a twelve-month content plan that will cover MCIP social media channels focusing on Telegram, Twitter, Instagram.
  • Increase the number of MCIP subscribers in social media and the reach of publications (Telegram, Twitter, Instagram).
  • Establish systems and tools for MCIP to utilize for social media following the assignment.
  • Increase MCIP internal capacity to develop quality data-driven content and effectively reach their audience through social media.
  • Submit weekly reports to TCA.
  • Submit quarterly and annual reports with outcomes and one final report to MCIP and TCA for approval and in line with TCA’s reporting structure and schedule 

Requirements:

  • At least 5 years of experience in communications.
  • Bachelor’s degree (preferably in communications, marketing or other relevant field related to PR and Communications). Master’s degree preferred.
  • Professional Ukrainian writing and speaking.
  • Advanced English writing and speaking.
  • Strong facilitation and communication (written and oral) skills, ability to communicate effectively at all levels.
  • Proven ability to train, mentor, and build capacity. Ability to unite people around common goals.
  • Experience developing communications strategies for SMM and content plans, required.
  • Proven organizational skills.
  • Strong analytical skills and exceptional attention to detail.
  • Proactive, results-driven approach, track record of successfully working in reform-driven environment.
  • Ability to work both in a team and autonomously with minimum supervision but within the respect to given constraints and guidelines.
  • Advanced computer literacy.
  • Experience in working with government bodies and donor-founded projects is highly preferred.
