Senior Logistics Officer – Ukraine, Kyiv (2 Positions Open) / Cтарший (-a) спеціаліст (-ка) із логістики (відкрито 2 позиції)
GC has recently launched its Community-Led Emergency Action and Response (CLEAR) program in Ukraine’s Chernivtsi and Chernihiv Oblasts, with the generous support of USAID’s Bureau of Humanitarian Assistance. This program is designed with the goal of saving lives, reducing suffering, and addressing needs while supporting communities to lead their own response. To that end, CLEAR will partner with local CSOs to implement humanitarian projects that address protection, shelter, or water, sanitation, and hygiene (WASH) needs in their communities.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Conduct vehicle procurement based on travel needs in country.
- Provide efficient regular planning & movements follow-up tools.
- Support Global Communities fleet management Policies and ensure they are being adequately followed, which includes logbooks, registration & maintenance sheets.
- Ensure safety and security guidelines are being followed and all vehicles meet Global Communities safety standards.
- Source warehouse/storage space based on needs in the area.
- Coordinate goods transportation, including vehicles or any other possible means of transportation in country
- Work with suppliers for quick deliveries. As well, support efficient problem solving for any unexpected issues.
- Support the mitigation of risks associated with transportation and delivery. Including any possible legal clearances, custom clearance, quality checks etc.
- Implement warehouse management and commodity tracking systems. Specifically, follow GCs SOPs and provide regular reports and updates based on GCs minimum standards.
- Participate in GC activities, working closely with the representatives of partner organizations and participating in commodity groups. This includes disseminating information on consortium procurement standards to local partners.
- Work with partner staff to undertake transport of people and commodities in an efficient safe way including reviewing documents received from partners for completeness and correctness and facilitating timely support from relevant team members in GC.
- Demonstrate a service-oriented approach to assisting the program team in understanding requirements and completing tasks.
- Manage any coordinated car pool ensuring transport policies are being followed.
- Manage local emergency stockpile and goods consolidation point in order to permit the rapid movement of humanitarian supplies.
- Ensure the implementation, monitoring and evaluation of new initiatives and procedures related to logistics.
- Design, implement, and manage contracts in forwarding, transport and warehousing, where necessary.
- Carry out any other related duties as might be reasonably requested by the Supervisor.
- Close out any remaining stocks before the program end dates and develop final stock reports.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of accepted logistics practices and principles.
- High analytical and reporting skills.
- Sound knowledge of Microsoft Office Applications.
- Ability to solve complex logistical challenges in the field working with suppliers.
REQUIRED QUALIFICATIONS:
- Undergraduate degree in a related field and a minimum of 3 years of related work experience, or a minimum of 5 years of work experience.
- Fluency in English required, working knowledge of Ukrainian mandatory. Knowledge of Russian desirable.
- Humanitarian experience as well as experience in complicated, conflict affected environments considered an asset.
- Past working experience with local/international NGOs.
- Prior work experience on USAID (BHA), UN or other donor funded programs preferred.
- Prior experience in Europe, and specifically Ukraine desirable.
