Project manager on the implementation of the Unified State Register of Convicts

About the project:

In October 2019, Alinea International launched a new five-year project in Ukraine: Support Ukraine Reforms in Governance (SURGe). SURGe is a technical assistance project in Ukraine, funded by Global Affairs Canada and implemented by Alinea International Ltd.

SURGe’s Ultimate Outcome is to help the Government of Ukraine (GoU) to deliver governance and economic reforms that better respond to the needs of its citizens. To achieve this, the Project will strategically enhance and strengthen the GoU’s reform management functions, namely its capacity to undertake planning and analysis of reforms that consider citizen impact and to implement these reforms.

Reform initiative and position summary:

The expert team assists the Ministry of Justice with the planning and implementation of the penitentiary reform, which aims to promote more wider application of non-custodial measures to offenders who committed minor or medium gravity offences and to create proper conditions for the detention of convicts in penitentiary institutions promoting their rehabilitation and decreasing the risk of reoffending.

For this reform, SURGe Project is looking for a Project management expert who will provide support with modernization of Unified Register of Convicted and Detained Persons.

Reports to: Team-lead of the initiative and the Deputy Minister responsible for this reform component.
Employment type: full-time, Monday-Friday.
Remuneration: fees are subject to negotiation and must not exceed established market rates.

The duration of the contract is 6 months with a possibility of extensions (subject of approval and implemented deliverables during a previous deployment).

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).

Indicative duties and responsibilities (scope of work):

• Provide consultations and ensure general management of the project regarding rolling out and modernization of the Unified State Register of Convicts and Detainees (the Register).
• Prepare proposals and coordinate implementation of the tools for probation programs’ efficiency monitoring.
• Support introduction of the new modules within the Register.
• Support introduction of operational and strategic reporting framework using data from the Register.
• Support integration of the Register with other informational systems and registers.
• Support introduction of the automated system of inmates distribution to prisons in the UR.
• Coordinate development of an algorithm of RNA validation based on data analysis and machine learning.
• Provide support to the Ministry of Justice of Ukraine and Probation on technical issues of developing the mobile application for probation clients and maintain contact with developers on relevant technical issues.
• Coordinate improvement of the Register in terms of user requirements and current legislation.
• Prepare analytical materials regarding the implementation of the project.
• Undertake other related tasks agreed with the Project management in advance.

Preferred qualifications and skills:

• Higher education in information technology, law, international law, economics, international economic relations, public administration.
• Experience in project management 3 years minimum.
• Strong business analytics skills.
• Experience in managing development of IT tools (preferred).
• Excellent command of Ukrainian and good English language proficiency.
• Significant organizational skills, multitasking ability.
• Critical thinking and problem solving.
• Strong working knowledge of Microsoft Office.
