Monitoring, Evaluation, and Learning (MEL) Director / Директор/ка з моніторингу, оцінки та навчання

Summary:
The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.
The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression. This outcome is designed to facilitate the rebuilding of a more resilient, socially cohesive, inclusive, independent, democratic, sovereign and prosperous Ukraine. The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.
Responsibilities:
Programme- and project-level MEL
- Overall responsibility for implementation of project- and programme-level MEL.
- Responsible for leading the implementation of rigorous and adaptive monitoring, evaluation, and learning (MEL) requirements at the programme level against the change grid, synthesizing and mapping progress with reference to change predicted by the Useful Theory of Change and the actual change achieved.
- Responsible for establishing and then overseeing the rigorous (and in some places adaptive) monitoring, evaluation and iterative learning of individual PFRU projects to measure progress towards initial and intermediary results, and overall project goals.
- Organize data collection and develop tracking tools for survey data, results, and progress information, ensuring all meet FCDO requirements.
- Organise field visits and monitoring trips in coordination with the technical teams.
- Responsible for development of verified and well-triangulated stories of change to capture project-level outcomes and impact.
- Engage with project teams and conduct additional secondary and primary data collection to develop stories of change to demonstrate project progress (both intended and unintended change, positive and negative).
- Manage the second party monitoring service provider, and work closely with the technical and project teams to capture change delivered by projects and record learning in learning logs to inform adaptation.
- Oversee and facilitate PFRU’s adaptive management mechanisms with the RMEL Director, including: annual Sensemaking of results, twice annual Deep Dives (including review of ToC), quarterly ‘fireside’ discussions, monthly Learning Conversations, and including developing and delivering presentations for donor and GOU senior audiences. Participate in annual AdaptSCAN workshops.
- Lead collection and analysis of lessons learned, utilising lessons tracker and engaging with Chemonics’ head office learning lead to centralise lessons learned for future use by others.
- Build capacity of staff in data collection, data cleaning, and data quality assurance methods. Work with partners to increase capacity to provide quality, timely data.
- Provide guidance, support, and advice to project- and programme-team members in MEL, ensuring they can implement their MEL plans.
- Liaise with the MEL and Research Director to adapt and update MEL Framework based on need.
Communications and reporting
- Overall responsibility for life of project communications
- Create, organize, and submit progress reports and deliverables, ensuring adherence to FCDO requirements and expectations.
- Liaise with technical staff and implementing partners to identify and prioritize key project successes to be included in external communications materials.
- Supervise production of technical reports, and coordination across project teams to set standards for and harmonize data included in all contractual (including ad hoc) reporting requested by and submitted to our client
- Provide capacity building, support, and guidance to team on reporting and communications
Qualifications:
The MEL Director will have the following qualifications and experience requirements:
- Bachelor’s degree in the social sciences or related field; master’s degree preferred;
- At least 10 years of experience designing and utilizing tools for data collection, monitoring, evaluation, and reporting of donor-funded projects;
- Experience working with government bodies and local organizations;
- Experience with results frameworks, indicators, and targets
- Proven experience designing MEL methodologies and tools; designing and implementing baseline assessments and impact evaluations;
- Strong attention to detail, multi-tasking skills and strong organizational skills required;
- Computer skills including strong knowledge of Microsoft Excel, Word and Office applications;
- Excellent interpersonal and communications skills, with demonstrated diplomacy and the ability to communicate effectively in a cross-cultural environment;
- Proficiency in spoken and written English required. Strong written and verbal communications skills in English required and ability to work in Ukrainian and/or Russian strongly preferred.
