Job description

  1. Role and responsibilities

The project coordinator of the Information, Consulting, Legal Aid (ICPD) unit of the Norwegian Refugee Council in Ukraine (NRSB) will be responsible for implementing the project’s ICPD activities in Chernihiv and the region. The project coordinator will lead a team of lawyers, ensure capacity development and transfer of key skills. The ICPD Project Coordinator will oversee the provision of legal services and ensure the quality and compliance with NRC strategies and procedures.

Typical responsibilities:

  1. Comply with NRSB policies, guidelines and procedures;
  2. Contribute to the development of the ICPD strategy, the development of project proposals and the provision of information on needs and gaps;
  3. Coordinate, manage and implement ICPD projects (activities, budget and project documentation) delegated by the ICPD project manager in accordance with donor proposals, strategies and requirements, as well as ensure high technical quality;
  4. Support the implementation of project cycle management activities in accordance with the NRSB structure;
  5. To monitor the provision of legal services to the beneficiaries of the NRSB in the relevant field;
  6. Monitor that projects are aimed at beneficiaries most in need of legal protection, research and evaluate new and better ways to provide assistance;
  7. Promote and share ideas for improvement and necessary changes in activities;
  8. Lead the ICPD team located in the Chernihiv office to ensure the development of its capacity and the transfer of key skills;
  9. Promote the needs of protection and identification of trends;
  10. Maintain liaison and cooperation with relevant local authorities and other key stakeholders;

Specific responsibilities

  • Managing, supervising and supporting the ICPD team through capacity building activities and on-the-job training;
  • Identifying places for information work of the ICPD and initiating activities in coordination with the ICPD team;
  • Monitoring and quality control of services provided by ICPD;
  • Monitoring and supervision of the activities of ICPD Partners;
  • Conduct field visits, including to partner locations;
  • Monitoring, analysis and documentation of problematic issues arising during the conduct of court cases;
  • Monitoring project implementation and progress in achieving the set goals in accordance with the ICPD database and other monitoring tools;
  • Assistance in the development and design of relevant reporting samples;
  • Promoting the development of Instructions, checklists and relevant ICPD tools;
  • Providing timely and qualitative regular and specific reporting on quantitative and qualitative aspects of the implementation of activities;
  • Conducting a special technical assessment of activities and providing recommendations;
  • Coordination with project staff from other NRSB programs to plan and implement programmatic cooperation, ensuring integrated activities, if possible;
  • Coordination of work with the advocacy unit;
  • Promoting organizational learning by providing/creating special technical analysis, lessons learned and reports;
  • Preparation, organization and conduction of trainings, seminars, webinars and other events in accordance with plans / requests;
  • Ensuring the effective use of internal and external mechanisms and routes of direction;
  • Providing the line manager with regular reports on the progress of tasks;
  • Represent the ICPD in coordination forums and working groups (e.g. localization of the Protection Cluster on the ground);
  • Performing any other tasks in accordance with the requirements of linear management.

Professional skills and characteristics

Typical professional skills and characteristics:

  • At least 3 years of relevant experience in a similar position, preferably in the humanitarian sector;
  • Documented results related to the duties of the position;
  • Confirmed experience in coordination of activities and interaction;
  • Previous experience in difficult and unstable conditions;
  • Possession of Microsoft Office programs, including Word, Excel and PowerPoint;
  • Fluency in English, both written and spoken, will be a significant advantage.

Context/special skills, knowledge and experience::

  • Bachelor’s degree in law, international relations, political science or other similar specialties;
  • Understanding the laws and regulations relating to internal displacement is an advantage;
  • Detailed knowledge of the context in Ukraine;
  • Fluency in Ukrainian and Russian;
  • Experience in implementing legal defense programs is an advantage.
