Programme Background

The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor[1] funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.

The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression. This outcome is designed to facilitate the rebuilding of a more resilient, socially cohesive, inclusive, independent, democratic, sovereign and prosperous Ukraine. The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.

Position Description   

The Information Technology (IT) Officer will oversee all aspects of the IT infrastructure for smooth functioning of the PFRU project in Ukraine and provide IT support for project staff. The IT Officer will establish and maintain the IT network of the office, identify and troubleshoot any IT related matters. In addition, the IT Officer will oversee all information system development activities supported by the project.

Principal Duties and Responsibilities

As IT Officer is responsible for the following principal duties and responsibilities: 

  • Install, configure, test, and deploy all hardware and software, including LAN, operating systems, e-mail, Outlook, Microsoft database systems, Office 365, Web-based software, firewall, domain name server (DNS), DHCP, Azure Active Directory mail relay and various security software.
  • Full range of technical assistance in the field of operations and administration of servers and desktops, network equipment and local area network in general, Internet access.
  • Providing advice and training for staff.
  • Administration, operation, technical support and monitoring of network equipment, server systems, cyber security systems, backup systems and emergency power supply.
  • Implementation or provision of complex network troubleshooting and troubleshooting equipment, server systems, firewalls, other software systems cyber protection, backup and emergency power supply systems.
  • Providing 24×7 operation and monitoring of designated systems.
  • Backup the settings of specialized servers and database server data according to standard procedures
  • Collection of various statistics on the performance and reliability of server systems and network equipment.
  • Development and installation of internal databases and files, support for SharePoint firewalls and other equipment and rendering.
  • Implementation based on Chemonics rules, methods and policies, secure access, use and integrity of information and privacy.
  • Diagnose and troubleshoot hardware, software, or software connecting computers, equipment to a local area network or the Internet with minimal delay.
  • Providing training to end users on the use of standard systems and applications.
  • Completion and submission of data for periodic IT security surveys at Chemonics’ head office.
  • Analyze existing security systems and provide recommendations for changes or improvements.
  • If necessary, create a remediation plan with a cost estimate.
  • Implementation of the remediation plan.
  • Maintaining proper documentation.
  • Ensuring capacity building to maintain a secure IT environment of the project.
  • Reports of potential threats not covered by Chemonics IT security standards.
  • Performs other duties and responsibilities as required.

Qualifications

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

  • Bachelor’s degree in IT or related sciences.
  • At least 5 years of network administration and IT related experience, with at least 2 years of experience in an office of more than 10 people.
  • Strong knowledge of wireless and wired LAN technologies protocols, programming and network security.
  • Prior experience with database systems required. 
  • Demonstrated ability to work independently and troubleshoot software and hardware problems.
  • Experience in successfully coordinating and collaborating with multiple partners, to achieve expected results.
  • Ability to take initiative and work effectively in teams.
  • Proficiency in English required.

Location:

This is a Kyiv-based fully time and in-person position.

Supervision and Reporting

The IT Officer will report directly to the Administration and Logistics Officer.
