HR Manager

MAG’s Vision: A safe and secure future for men, women and children affected by armed violence and conflict.

MAG’s Mission: MAG saves lives and builds futures by working with others to reclaim land contaminated with the debris of conflict, to reduce the daily risk of death or injury for civilians, and to create safe and secure conditions for development.

MAG in Ukraine: Currently, MAG is starting a Humanitarian Mine Action programme putting its experience at service of Ukraine and implementing activities such as: EORE – Explosive Ordnance Risk Education, NTS – Non-technical survey, EOD – Explosive Ordnance Disposal and Clearance. Whilst registration and certification process is ongoing, MAG will launch Community Liaison activities through local partners with extensive experience in country and continue building close coordination with other actors, key partners, and national authorities in country.

Job Purpose:  

To maintain oversight of the HR and administration function within MAG Ukraine. Responsible for providing generalist advice and guidance to the programme SMT on a wide range of HR issues to ensure compliance with local labour law and the effective management of staff.

Job Description

Management

  • Work as part of the programme Senior Management Team (SMT), providing advice and guidance to them on a range of operational and strategic HR issues and ensure that HR considerations are integrated into business planning.
  • Provide line management, guidance and support to HR and administration staff

Labour Law Compliance

  • Ensure that HR policies and procedures in place are compliant with all current Ukrainian labour law, highlighting any current or future areas of risk or non-compliance to the SMT.
  • Monitor statutory and legal requirements and ensure that MAG’s status in country remains compliant.
  • Update contracts, handbooks, policies and procedures as required to ensure compliance and best practice

Terms and Conditions and Employee Relations

  • Provide advice and guidance to managers and staff in relation to a wide range of HR issues including terms and conditions, employee relations, performance and termination processes
  • Support the Country Director to conduct regular reviews of the national staff salaries, benefits and allowances framework, including local and national benchmarking, ensuring that a compliant, cost effective and competitive salary and benefits package is in place
  • Work with HR department at MAG HQ to ensure that policies and procedures are in line with MAG global standards and best practice
  • Manage the process of implementing any contractual changes

HR Data and Management Information

  • Ensure all HR data and management information is stored appropriately
  • Work with the Country Finance Manager to process an accurate and efficient monthly payroll process
  • Maintain oversight of an effective and efficient HR administration system, ensuring that personnel files are complete and kept up to date, that adequate paperwork is maintained to evidence robust HR procedures

Recruitment and Selection

  • Provide an efficient and effective recruitment and selection service to managers across the programme
  • Ensure that recruiting managers have the necessary skills, training and tools to carry out effective and efficient recruitment, selection and induction initiatives
  • Support with issue of the VISA to the required staff

Training and Briefing

  • Through the provision of advice, guidance and coaching, develop management skills to ensure that line managers are able to deal with all aspects of people management including performance, disciplinary and grievance management, legal compliance and the implementation of policies and procedures.
  • Provide training and briefing to international and national staff and managers to increase their understanding and ability to implement HR policies and procedures

Administration

  • Provide oversight of existing administration procedures and develop new processes as needed to ensure MAG Ukraine maintains quality internal administrative systems

Person Specification

  • Up to date knowledge of Ukrainian Labour Law
  • Experience of working in a HR management position with responsibility for recruitment and selection, employee relations and terms and conditions
  • Experience of interpreting and applying labour law and developing effective and compliant company policies
  • Experience of designing and implementing HR systems and processes
  • Experience of line managing staff
  • Experience of designing and delivering training to colleagues
  • Ability to work with colleagues from with diverse abilities and specialisms
  • Ability to represent the organisation externally
  • Able to multitask and manage a heavy and varied workload

Qualifications

  • Professional qualification in HR or any related field
  • At least 2 years’ experience of working in humanitarian sector
  • Knowledge of Ukrainian and English language is mandatory
