DAI is seeking qualified long- and short-term candidates in a number of technical and operational areas in anticipation of HOVERLA’s growing portfolio of activities.  The HOVERLA Activity operates throughout Ukraine with the core team based in Kyiv and regional teams located in Lviv, Odesa, Poltava, Rivne, Uzhhorod, Volyn, Zakarpattia, and Zhytomyr. HOVERLA is also open to considering remote hire conditions for Ukrainian evacuees with prior USAID project operations training and experience.

Project Background

DAI Global LLC is implementing the U.S. Agency for International Development (USAID)-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv with project activities across Ukraine’s regions and communities. The HOVERLA Activity will build upon accomplishments and progress made to complete the necessary legal framework for decentralization and support Ukraine’s advance to self-reliant local governance.  It supports the operation of newly consolidated communities, improves services delivered to citizens, and advances citizen engagement and confidence at all levels.  HOVERLA has three primary objectives:

  • Objective 1:  Ukraine’s system of local self-governance is increasingly institutionalized and effective;
  • Objective 2:  Subnational government achieves greater self-reliance; and
  • Objective 3:  Citizen’s participation and influence is increased in local governance processes

To support these initiatives, DAI seeks to build a team of qualified candidates to fulfill HOVERLA’s robust and growing initiatives and goals. Ukrainian nationals are encouraged to apply.

Positions Overview

HOVERLA’s Technical, Operations and Cross-Cutting Team members are an integral part of the Activity’s success. Operations and cross-cutting team members support technical teams across the country in a variety of ways to ensure implementation is impactful, timely and compliant with Ukraine’s decentralization reform agenda. They are called upon to build capacity with the Activity’s team members in their respective skill areas and may be asked to work directly with external stakeholders to build local capacity to support objectives in their area of specialization.  Focused on building local self-governance, Technical Team members work collaboratively across HOVERLA’s objectives to progress decentralization efforts and build capacity in their respective fields of expertise with a broad range of stakeholders.  They lend their skills and knowledge in critical functions to build sustainable self-governance systems across Ukraine.
