Summary:  

The Partnership Fund for a Resilient Ukraine (PFRU) is a multi-year, multi-donor funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine.   

The PFRU’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalization in the context of Russia’s aggression. This outcome is designed to facilitate the rebuilding of a more resilient, socially cohesive, inclusive, independent, democratic, sovereign, and prosperous Ukraine.  The PFRU provides funds to Ukrainian and international delivery partners and implements projects based on research and evidence.

The overall objective of the Gender Equality and Social Inclusion (GESI) Officer is to assist PFRU on mainstreaming gender-sensitive and socially inclusive approaches in line with PFRU GESI policies during development and implementation of all projects. GESI mainstreaming on PFRU will address differentiated needs based on gender and include underrepresented groups, such as internally displaced people, elderly, children and youth, veterans, LGBTQI+ people, people with disabilities, and others depending on the context. The GESI Officer may also support implementation of specific GESI-focused projects. Additionally, the GESI Officer will help build internal and partner capacity on GESI and assist ongoing GESI analysis.

Principal Duties and Responsibilities   

The Gender Equality and Social Inclusion Officer is responsible for the following duties and responsibilities:  

  • Provide programming recommendations in close coordination with the program and MEL teams to improve PFRU’s approach to GESI integration in projects – incorporating GESI analysis in activity design, integrating GESI during implementation and MEL.
  • Identify GESI related activities and potential opportunities with organisations working with underrepresented groups, including women’s rights organisations, organisations of people with disabilities, veterans’ associations, organizations representing IDPs, etc.
  • Review existing PFRU policies, procedures, guidance, and templates and make recommendations to improve GESI integration in line with PFRU’s project lifecycle.
  • Review all concept notes and project documents prior to submission alongside the program team for donor approval to evaluate the application of the GESI Marker.  
  • Seek opportunities to strengthen GESI integration and improve scores in the GESI Marker for projects assessed with a low score.
  • Facilitate GESI trainings and provide strategic technical guidance on GESI integration to project staff, government entities, and other project partners and stakeholders. 
  • Work closely with the program and MEL team to ensure that GESI targets, indicators and learning are considered and captured on a regular basis 
  • Contribute to project reports and deliverables as required and demonstrate the status of GESI activities toward achieving expected results. 
  • Document learning and widely disseminate GESI knowledge-sharing related to and from all levels of government, and with all stakeholders across the public and private sectors. 
  • Develop appropriate GESI resources and tools for project staff. 
  • Perform any other appropriate tasks that support the overall project.

Qualifications: The Gender Equality and Social Inclusion Advisor will have the following qualifications and experience requirements:     

  • Bachelor’s degree preferably in international development, gender and inclusion, or a related field. Master’s degree preferred. 
  • Minimum 3 years of experience is required.
  • Demonstrated experience in mainstreaming GESI into existing projects, designing GESI-specific projects, or other technically relevant work experience  
  • An understanding of the dynamics of full-scale invasion and war dynamics in Ukraine and how it relates to the GESI
  • Experience working in international organisations or on donor-funded programmes preferred
  • Experience with CSSF GESI policies or other relevant donor GESI frameworks preferred 
  • Strong and effective verbal and written communication skills. 
  • Demonstrated leadership, versatility and integrity; and 
  • Written and spoken fluency in English and Ukrainian.
