Zelenskyy enacts NSDC decision on sanctions against Moscow Exchange, 333 Russian citizens – decree

KYIV. Feb 20 (Interfax-Ukraine) – President of Ukraine Volodymyr Zelenskyy has put into effect the decision of the National Security and Defense Council (NSDC) on sanctions against the Moscow Exchange and 333 citizens of the Russian Federation, the website of the head of state has reported.

“To put into effect the decision of the National Security and Defense Council of Ukraine dated February 19, 2023 “On the application and amendment of personal special economic and other restrictive measures (sanctions)” (attached),” the text of the decree published on the website in the Documentation section.

According to the decision of the National Security and Defense Council made on February 19, the proposals for the application of sanctions were made by the Security Service and the National Bank.

The published list includes 333 individuals and one legal entity – Public Joint Stock Company Moscow Exchange MICEX-RTS.

In particular, among the sanctioned persons are Senior Vice President of Sberbank Alexander Bazarov, ex-minister of finance, Board Chairman of FC Otkritie bank Mikhail Zadornov, Board Chairman of Sistema Capital Vsevolod Rozanov, ex-head of NIKoil, rector of MIRBIS Nikolai Tsvetkov, ex-minister of sports, Director General of the DOM.RF financial institution for housing development Vitaly Mutko, ex-deputy head of the Central Bank of the Russian Federation, Deputy Board Chairman of Sberbank Gennady Melikyan, member of the VTB Supervisory Board, Head of the State Oil Fund of Azerbaijan Israfil Mammadov, ex-premier of Belarus Sergey Rumas, independent non-executive director of NLMK, senior adviser to Korn Ferry, Austrian citizen Thomas Verasto, Head of VEB Vladimir Dmitriev, member of the board of directors of Drive Click Bank, French citizen Louis-Michel Duray.

At the same time, the Ministry of Foreign Affairs of Ukraine was instructed to inform the competent authorities of the European Union, the United States and other states about the application of sanctions and raise the issue of introducing similar restrictive measures before them.
