Zelensky signs law on introduction of moratorium on increase in heat tariffs

KYIV. Aug 18 (Interfax-Ukraine) – In Ukraine, for the period of martial law and six months after its end, a moratorium is introduced on the increase in tariffs for thermal energy (its production, transportation and supply) and services for the supply of hot water for all categories of consumers.

Such a norm is contained in law No. 2479-IX of July 29, 2022, signed by President Volodymyr Zelensky, on the peculiarities of regulating relations in the natural gas market and in heat supply during martial law and the subsequent restoration of their functioning.

This was reported on the website of the Ministry of Development of Communities and Territories of Ukraine with reference to Head of the Ministry of Regional Development Oleksiy Chernyshov.

"The heating season will be without an increase in tariffs for heat and hot water for consumers. The President of Ukraine signed the most important laws that will ensure both price stability in the field of heat supply and the financial viability of heat communal enterprises," Chernyshov said.

Law No. 2479-IX also defines guarantees for business entities in heat supply, particularly, it provides for compensation for the difference in tariffs.

In addition, the document provides for a deferral of repayment of debts under debt restructuring agreements for heat communal energy and water supply and sewerage enterprises whose production facilities are located in the temporarily occupied territory or were destroyed or damaged as a result of shelling or are located in a combat area.

According to the Ministry of Regional Development, Zelensky also signed law No. 2481-IX on financial support for measures aimed at settling relations in the natural gas market and in t heat supply during martial law and the subsequent resumption of their functioning.
