Ukrzaliznytsia will start selling services of cargo transportation in high-sided cars at ProZorro.Sale from March 1
KYIV. Feb 16 (Interfax-Ukraine) – Ukrzaliznytsia from March 1, 2023 will sell services of cargo transportation in high-sided cars and on fitting platforms (60-80 feet, for container transportation) at auctions in the ProZorro.Sale electronic trading system, Valeriy Tkachev, the deputy director of the commercial work department, said at a meeting with market participants on Thursday.
“Ukrzaliznytsia expands the use of the market mechanism of auctions when selling its own wagons to other types of wagons. From March 1, 2023, we will start to put up all the high-sided cars that we have at ProZorro.Sale auctions. There will be no distribution by application, only an auction,” Tkachev said.
He appealed to the senders of goods in high-sided cars with a request to conclude contracts with the sites before March 1 and study the bidding procedure.
Until recently, Ukrzaliznytsia distributed high-sided cars and fitting platforms between customers-senders through the AS Mesplan program (transportation planning program) at the declared rate of UAH 1,400d per day.
The fee rate was announced in advance on the 26th-28th day of each month and was valid for one month. The price changed once a month depending on the use of Ukrzaliznytsia wagons during transportation: it increased with an increase in demand and vice versa.
“At ProZorro.Sale, when selling high-sided car services, Dutch auctions will be used (at a price reduction), which, in Tkachev’s opinion, will allow obtaining the real market value of using the company’s wagons, and also minimizes corruption risks. Until recently, we were selling our high-sided cars at a fixed rate of payment for use – UAH 1,400/day. We understand that this may be a non-market price for today, so we will test the market with the help of bidding,” he said.
Anyone who has signed an agreement with Ukrzaliznytsia and sites accredited to work in the ProZorro.Sale platform will be able to take part in the auctions. The cars will be put up in lots with a starting price and a 1% bidding step.
