Ukrzaliznytsia develops program for renewing fleet of freight cars until 2028

KYIV. Oct 4 (Interfax-Ukraine) – JSC Ukrzaliznytsia has developed a program for renewing the fleet of freight cars until 2028, it is expected to liquidate old cars and attract more than UAH 100 billion to the carriage industry.

According to the company’s press service, the program was approved at a meeting of the company’s anti-crisis headquarters on September 30. Soon the document will be submitted to the Cabinet of Ministers for consideration.

"Dozens of years of underfulfillment of procurement plans and ignoring the crisis has led to the fact that the depreciation of rolling stock in Ukraine is still more than 90%. Based on these realities, we are starting a large-scale process of renewing the fleet of freight cars. In the coming years, we plan to build and renovate more than 30,000 open-topped cars and about 15,000 grain carriers. The state will receive additional jobs and at least UAH 20 billion of budget revenues. The average carriage age will drop from 23 to seven years. In fact, we are talking about the formation of a market, the total volume of which will amount to more than UAH 100 billion," Minister of Infrastructure Oleksandr Kubrakov is quoted as saying.

According to acting Board Chairman of JSC Ukrzaliznytsia Oleksandr Kamyshin, thanks to the implementation of this program, old cars, which pose a threat to traffic safety, will be eliminated.

"In addition to the renewal of the car fleet, thanks to this program, we will be able to solve another pressing issue – to eliminate scrap metal from the rails. We will be able to achieve this goal by introducing a gradual limitation of the service life of freight cars: open-topped cars from 44 to 22 years, and grain carriers – from 45 to 30 years," he said.

In addition, as noted, the anti-crisis headquarters has drafted proposals to eliminate discriminatory tariffs for freight transportation, eliminate the risks of long-term contracts for the use of Ukrzaliznytsia’s cars and a mechanism for identifying freight cars of different owners to prevent the use of cars on the territory of Ukraine owned by sanctioned persons.
