UkrFA advocates imposition of special duty on ferroalloy imports from Russia due to uncompetitive conditions

KYIV. Oct 29 (Interfax-Ukraine) – The Ukrainian Association of Producers of Ferroalloys and Other Electrometallurgical Products (UkrFA) has applied to government agencies with a proposal to introduce special duties on import of ferroalloys from Russia due to non-competitive conditions and damage to domestic producers.

According to an UkrFA statement, the text of which was sent to Interfax-Ukraine on Thursday, fair competition is impossible under unequal conditions – without legislative restrictions, domestic ferroalloy producers will not be able to compete.

"On October 26, UkrFA appealed to the authorities on the issue of introducing an import duty on products of the ferroalloy industry in order to restrict their supplies from Russia. Today, Russia has ‘zero’ rates, that is, it supplies this type of product to our state without duty, while the import duty rate [for the supply of ferroalloys from Ukraine to Russia] for almost all groups of products of the domestic ferroalloy industry is 5%," the association said in the statement.

UkrFA emphasizes that in such conditions, Ukrainian ferroalloy producers have no opportunity to compete fairly.

"Having already high production costs due to constantly rising prices for energy and natural gas, it is extremely unlikely that ferroalloy giants will cope without legislative restrictions and strong support from the Ukrainian state," the statement says.

In this regard, the association proposes to include products of the ferroalloy industry in Cabinet of Ministers resolution No. 719 on the introduction of a special duty on certain goods originating from the Russian Federation, imported into the customs territory of Ukraine.

"We believe that the introduction of mirror measures will help increase the competitiveness of Ukrainian goods, create a positive image of the country, and ensure the presence of Ukrainian producers both in international and domestic markets. Otherwise, the absence of trade barriers will lead to the loss of the local market, a decrease in production of ferroalloys, unemployment, a decrease in revenues to the budgets of all levels, disruption of the work of enterprises in related industries and social explosions," the statement says.

The Ukrainian Association of Producers of Ferroalloys and Other Electrometallurgical Products (UkrFA) was established in 1998.
