Ukrainian authorities discuss judicial reform with ambassadors of G7, EU countries

KYIV. Nov 1 (Interfax-Ukraine) – The participants in the working meeting at the President’s Office noted the progress in judicial reform, but further movement is needed to update the High Qualification Commission of Judges of Ukraine (HQCJ) and the High Council of Justice (HCJ), the presidential press service has reported.

"A regular working meeting on the implementation of judicial reform has been held at the Office of the President of Ukraine. The event was attended by representatives of the President’s Office, the Verkhovna Rada, the judiciary and the embassies of the G7 and EU countries in Ukraine," the message says.

The meeting participants welcomed the election on October 23 by the Council of Judges of Ukraine of candidates according to its quota to the first composition of the Ethics Council at the HCJ.

Nicolas Harrox, Deputy Head of the Mission at the British Embassy in Ukraine, noted that, according to his information, the international experts delegated to the HQCJ competition committee are ready to work.

"I really hope that next week we will see decisive steps so that both processes [at the beginning of the work of the Ethics Council at the HCJ and the competition committee of the HQCJ] move forward," Chairman of the Verkhovna Rada Committee on Law Enforcement, Head of the Commission on Legal Reform under the President Serhiy Ionushas said.

Chairman of the parliamentary committee on legal policy Andriy Kostin expressed conviction that the Ethics Council at the HCJ and the competition committee of the HQCJ should start working as soon as possible, because solving the problem of the shortage of personnel in the courts is a priority task of judicial reform. According to him, 15 candidates to the HCJ are awaiting the establishment of the Ethics Council in order to undergo appropriate checks.

Chairperson of the Supreme Court of Ukraine Valentyna Danishevska expressed conviction that the Ethics Council will be created next week, and stressed that its work should not interfere with the continuity of the activities of the High Council of Justice.

She assured that the submission of the Plenum of the Supreme Court to the Constitutional Court on October 13 regarding the law on the HCJ will not stop or block the judicial reform.

U.S. Charge d’Affaires in Ukraine Kristina Kvien stressed that the reform of the HQCJ and the HCJ should take place simultaneously, since the High Council of Justice plays an important role in the formation of the High Qualifications Commission of Judges.

The participants in the meeting also discussed the possibility of making changes to the current legislation during the implementation of the HCJ reform in order to improve it on the way to the early completion of the judicial reform.
