Ukraine ready to provide foreign customers with up to 40% of its UGS facilities to create strategic reserves

KYIV. Oct 28 (Interfax-Ukraine) – Ukraine is ready to provide foreign customers with up to 40% (about 10 billion cubic meters) of the capacity of its underground gas storage (UGS) facilities to create strategic reserves of natural gas, Head of the UGS Operator of Ukraine Serhiy Pereloma said at the Ukrainian Gas Forum held in Kyiv.

According to him, to guarantee energy security during peak periods, it is necessary to form gas reserves at the level of 25-30% of annual consumption, at the same time, not all European countries have the necessary storage capacities.

They, in particular, are not available in Lithuania, Estonia and Moldova, the capacity of the Polish UGS facilities is 3.2 billion cubic meters with an annual consumption of 21.6 billion cubic meters, Romanian – 3.1 billion cubic meters with a consumption of 11.3 billion cubic meters.

In this regard, the operator is preparing a proposal that the European Commission includes Ukrainian UGS facilities in the list of sites for storing security reserves of EU gas.

"The end result can play a decisive role in enhancing energy security and independence of the countries of the European continent, including Ukraine," he said.

In addition, the operator is ready to offer its UGS facilities for storing gas supplied to Europe in liquefied form.

Pereloma said that in addition to the already proven bundle products – "customs warehouse" (storage for three years without paying taxes and customs duties during its further transportation from the country) and short haul (the special tariff for transportation from the border to UGS), Ukraine is exploring the possibility of introducing another bundle products, which will combine the services of the UGS Operator, as well as the GTS operators in Ukraine and neighboring European countries.
