Ukraine needs about 200 facilities for processing of municipal solid waste – Minister of Natural Resources

KYIV. Nov 14 (Interfax-Ukraine) – Ukraine needs to build about 200 facilities for the processing of municipal solid waste (MSW), Minister of Environmental Protection and Natural Resources Ruslan Strilets believes.

"According to our calculations, there should be approximately 200 such facilities for the processing of solid waste in Ukraine. This is by no means about incineration, this is about the principle of a hierarchy of waste management and the principle of a circular economy. The last step is disposal," he said in an interview with Interfax-Ukraine.

At the same time, he noted that with the adoption of the law on waste management, Ukraine actually opened its borders to foreign investors.

"We have fulfilled all the conditions that for several years blocked attracting investments in the waste processing industry. Thanks to the law, European rules, we are already communicating through the embassies of different countries that Ukraine is open in this matter," he said.

According to him, the ministry is already creating a map of investment cases.

At the same time, he explained that now the Ministry of Natural Resources, together with the Ministry of Finance, had worked out how to help the communities of Kyiv region receive loans from the European Investment Bank to create a waste processing complex.

"As a pilot project, we have already signed a relevant memorandum and are working very fruitfully with Kyiv Regional Military Administration. The mayors of Fastiv, Brovary, and Boryspil have joined this initiative. These are expensive projects, they have a long payback period, but we want to help these communities receive EIB loans. Therefore, in cooperation with the Ministry of Finance, we have worked out how this can be done," the minister said.

At the same time, he pointed out that "today there are already certain additional initiatives from other chairmen of regional administrations."

"We do not refuse anyone, we want to show that even during the war, restoring and modernizing the waste management system is a reality. And we are not afraid of these ‘orcs.’ And it is the development process that is the best response to the aggressor’s actions," the Minister of Natural Resources emphasized.

As reported, a waste processing cluster with a capacity of 470,000 tonnes of waste per year will appear in Kyiv region, the estimated budget of the project is $117 million.
