Ukraine may start trading greenhouse gas emission quotas in 2024-2025
KYIV. Feb 17 (Interfax-Ukraine) – Ukraine will be ready to take part in CO2 emissions trading and may start it as early as 2024-2025, Minister of Environmental Protection and Natural Resources Ruslan Strilets has told Interfax-Ukraine.
“Ukraine can start trading in quotas already in 2024-2025. The issue is not on pause. In 2023, we signed an agreement with the Swiss Confederation, signed the relevant memorandum with Japan, and negotiations with many countries to conclude agreements directly on trading in quotas under Article 6 of the Paris Agreement are underway,” Strilets said.
“We already have [made] certain steps, and not just talk,” he added.
According to him, from January 1, 2022, a GHG emissions monitoring, reporting and verifying system (MRV) is being introduced in Ukraine. “To date, more than a thousand devices have already been registered with the ministry, and we are already receiving reports,” Strilets said.
According to him, due to the full-scale invasion of the Russian Federation into the country, the process has slowed down somewhat but continues.
In addition, as part of preparations for trading in quotas, the team of the Ministry of Natural Resources is preparing a bill that will make it possible to build a verification system for monitoring greenhouse gas emissions.
European Commissioner for Environment Virginijus Sinkevičius stated at a recent joint meeting with the government of Ukraine that the focus dialogue between the EU and Ukraine on the European Green Deal and the Green Transition has been put on hold due to the war. According to him, Brussels is ready to resume it when Ukraine is ready. Sinkevičius noted the importance of introducing the functioning MRV system by Ukraine as a first step towards the establishment of an ETS (Emissions Trading System).
