Ukraine launches antidumping investigation into import of aluminum ladders from China, Slovakia, Poland, Belarus
KYIV. Sept 1 (Interfax-Ukraine) – The Interdepartmental Commission on International Trade has initiated an antidumping investigation into the import of aluminum ladders originating from China, Slovakia, Poland and Belarus to Ukraine.
The decision of the commission of August 27, 2021 to initiate an investigation comes into force from the moment of its publication, according to the notification published in the Uriadovy Kurier newspaper dated September 1.
According to the report, the commission received a corresponding complaint from Virastar Industries LLC (Kyiv), on the basis of which it established that the import of aluminum ladders from these countries could be carried out at dumping prices and the level of dumping margin cannot be considered minimal, and the volume of imports is insignificant.
In addition, the report says the complaint contains enough arguments that aluminum ladders are imported in the volumes that can harm the national manufacturer in the form of a significant obstacle to the creation or expansion of production.
The agency on the basis of the complaint established that Virastar Industries is a new manufacturer (created in 2019, production launched in 2020), and is now in the process of mastering a new production, as evidenced by the instability of its activities. The applicant does not manufacture other products.
At the same time, the volume of exports of goods from China, Slovakia, Poland and Belarus increased in absolute terms, and the prices of dumped imports could prevent a significant increase in prices, which could have been in the absence of such imports.
Virastar Industries LLC, according to the state register, was registered in February 2019 with a charter capital of UAH 4.5 million, 49% of which belongs to UFuture Ukraine LLC (the ultimate beneficiary is entrepreneur Vasyl Khmelnytsky), another 31% is owned by Serhiy Alekseyenko, 20% – Oleksiy Alekseyenko.
Virastar started with the import of European products and subsequently launched production and became the only manufacturer of aluminum ladders in Ukraine.
