Ukraine intends to launch large-scale housing, infrastructure renovation programs with U.S. support – MP

KYIV. Sept 3 (Interfax-Ukraine) – Ukraine intends to implement large-scale housing renovation projects with the support of the United States, MP of Ukraine Oleksiy Honcharenko has said in his Telegram channel.

According to the report, these projects are included in the Transformation Plan of Ukraine, presented by President Volodymyr Zelensky during a working trip to the United States.

A government source confirmed to Interfax-Ukraine that the list had been prepared on the eve of the visit. However, according to the source, some changes could have been made to it directly in the United States.

In particular, the program for the construction of affordable and environmentally friendly housing is estimated at $20 billion in loans and may be implemented in 2022-2031.

Under the program for the construction of rental buildings for socially unprotected categories of the population, it is planned to attract $0.5 billion in the same period.

The development of mortgage lending in Ukraine requires $1 billion, while if it is supported by the United States, it will take three years to implement the program, and if the country uses only its own funds, it will take 10 years.

Large-scale infrastructure renovation programs were also presented.

The project for the modernization of the water supply and sewerage infrastructure is estimated at $15 billion. It is proposed to implement 1,747 projects for the construction and reconstruction of water intake, water supply and sewerage facilities, the introduction of additional drinking water purification plants, equipping water and wastewater quality control laboratories, etc. It will take 20 years to implement the project using only Ukrainian money, while U.S. assistance can cut the term in half, to 10 years (from 2022 to 2031).

The program for the modernization of the district heating infrastructure proposed the implementation of 89 projects: reconstruction of heat supply systems, CHPPs; overhaul or modernization of boiler houses, introduction of an automated process control system. With U.S. $20 billion support in loans, this upgrade could be completed in 10 years.

The program for the modernization of outdoor lighting networks in settlements is estimated at $100 million. Provided that it is implemented at the country’s own expense, the program can be completed in 20 years, with the attraction of loans – in 10 years.

The comprehensive program for creating conditions to stimulate the processing of municipal solid waste implies support for 10 priority investment projects: the construction of plants for the processing of solid waste, a waste sorting line, etc. With support of the United States of $335 million it is planned to complete the program in 2022-2031.
