Stefanchuk urges MPs to provide for 'uniform, understandable rules' in draft resolution on admission to Rada with COVID passports

KYIV. Oct 18 (Interfax-Ukraine) – Chairman of the Verkhovna Rada Ruslan Stefanchuk urged MPs to adopt a draft resolution on admission to parliament if, in particular, they have passports of vaccination against COVID-19 or a negative test result for COVID-19 by PCR.

"There is such an initiative – to establish uniform rules for visiting parliament both for MPs and for other colleagues, for journalists, for visitors, so that we get uniform and understandable approaches, as it should be […] Therefore, I would ask very much, so that the resolution adopted in the Verkhovna Rada, if it is adopted, takes into account such moments: that there is either a deadline in it, and a procedure that determines the possibility of implementing this resolution, so that we enable persons falling under it, to exercise their rights and that they balanced both the issues of their professional activities and the issues of environmental and infectious safety," the speaker said at a meeting of the conciliation council on Monday.

At the same time, he recalled that the decisions of the Verkhovna Rada come into force immediately from the moment of their adoption, unless otherwise provided by them.

As reported, the Committee on Nation’s Health, Medical Assistance and Medical Insurance on October 13 recommended the parliament to adopt draft resolution No. 6154 on additional measures to counter the spread of coronavirus disease COVID-19. The document proposes to establish that for the period of the quarantine established through COVID-19, admission to the premises of the administrative buildings of the Verkhovna Rada of MPs, employees of the Verkhovna Rada office, assistants-consultants of MPs and other visitors, as well as representatives of the media, is allowed only with a document confirming the vaccination against COVID-19 with one or more doses of vaccines or a negative test result for COVID-19 by PCR or a certificate of recovery of a person from COVID-19, if the person was ill no more than six months before the presentation of the document.

At the same time, the availability of documents on vaccination applies to adults, and the test results and certificates of recovery – to persons aged seven and older.
