State reserve to be reformed with transfer of unprofitable enterprises of to State Property Fund, oil depots to Naftogaz
KYIV. Aug 22 (Interfax-Ukraine) – The government of Ukraine has adopted a decree approving the strategy for reforming the state material reserve system for the period up to 2025, the Ministry of Economy has reported.
"The reform proposes to liquidate the State Reserve Agency along with solving the issue of the enterprise’s debts, the transfer of unprofitable enterprises to the State Property Fund, and oil depots to NJSC Naftogaz Ukrainy," the ministry said in a press release.
According to it, a new central body of executive power will be created in place of the liquidated agency, operating according to new principles.
The Ministry of Economy said that the nomenclature of material assets of the state reserve is also being updated: it will consist of four "baskets" in separate areas. The energy basket includes coal and gas, gasoline and diesel fuel, while the defensive basket includes jet fuel, motor oils and diesel fuel, military MRE and chemical protection complexes.
The food basket contains protein and soup mixtures, freeze-dried fruits and vegetables, long-term storage products, water purification tablets, and the medical basket contains antibiotics, essential medicines, medical masks, saline solutions, syringes, etc.
"Such a set of goods will allow the state to respond quickly in crisis situations, providing the population and the Armed Forces with everything necessary," the ministry said.
In addition, the reform introduces new approaches to the storage of wealth. For example, fuel and lubricants will be placed on the basis of assets confiscated in Russia and gas stations, with private owners of oil depots and in the territories of EU countries friendly to Ukraine, which will diversify the storage of fuel and reduce the risk of its destruction by the occupiers.
Information on all stocks of the material reserve will be converted into digital, their movement and accounting will be carried out through electronic registers.
