State Commission for TEB, ES consider readiness for emergencies at critical infrastructure facilities during heating season – govt
KYIV. Sept 10 (Interfax-Ukraine) – The State Commission on Technogenic and Environmental Safety and Emergency Situations (TEB and ES) considered the issues of hazardous waste management and emergency preparedness at critical infrastructure facilities and during the heating season.
"The commission decided to instruct the heads of regional and Kyiv city administrations to take measures to intensify outreach among the population through the media, social networks about the importance of anti-epidemic measures to prevent the spread of coronavirus infection, including a vaccination campaign against COVID-19," the government’s press service said.
The meeting also considered the issue of hazardous waste management, including unusable and banned chemical plant protection products.
"It was decided to instruct the regional and Kyiv city state administrations to provide funding from local environmental protection funds for the collection and disposal of unusable and banned pesticides stored in the territories of the regions," the statement said.
In addition, the readiness of central and local executive bodies to act in the event of emergencies at critical infrastructure facilities, including ensuring the sustainable operation of transport infrastructure and the fuel and energy sector, was discussed.
According to the results, the responsible structures are instructed to: take measures for the timely conduct of work by specialized organizations and the provision of acts on inspection and cleaning of smoke and ventilation ducts of public facilities, residential and public buildings; to ensure the implementation of measures to promote the rules of safe use of gas in the home; to specify the minimum necessary needs of the electric power for maintenance of work of boiler rooms from mobile independent power plants in case of their de-energization; to develop schemes of connection of autonomous power plants; to create backup power sources (diesel generators, departmental power plants) of boiler-houses and to provide their operative attraction in case of power outage.
In addition, it is instructed to inspect existing buildings and premises in them for the use of stationary heating points to prevent hypothermia.
