Shmyhal proposes to oblige National Guard to carry out mine clearance work
KYIV. Aug 16 (Interfax-Ukraine) – Prime Minister of Ukraine Denys Shmyhal proposes to enshrine at the legislative level in the duties of the soldiers of the National Guard of Ukraine the ability to carry out mine clearance work, including during the war.
He submitted corresponding bill No. 7673 to the Verkhovna Rada on Monday, August 15.
As the explanatory note says, with the beginning of Russia’s military aggression against Ukraine, military units and units of the National Guard take a direct part in hostilities, and before they begin and during the conduct, there is a systematic need to carry out work on mine clearance of facilities and infrastructure, destruction of unsuitable for further use or unexploded ordnance.
In addition, in peacetime, units and divisions of the National Guard carry out combat and special training activities, which leads to the appearance of firing ranges and unexploded ordnance in the territories.
Consequently, there is a need for a legislative settlement of the issue of the implementation of mine clearance measures by the National Guard.
In this regard, the Prime Minister proposes to supplement the first Part of Article 12 of the law "On the National Guard of Ukraine" with a new norm aimed at improving the quality of the tasks assigned to this military formation.
This supplement concerns the possibility for the National Guard to carry out mine clearance of explosive objects in the territories provided for the placement and permanent activities of military command bodies, formations, military units, higher military educational institutions, military training units (centers), bases, healthcare institutions and National Guard institutions, including during the regime of martial law.
