SBU detains former top official of state armor plant suspected of embezzling UAH 12
KYIV. Sept 29 (Interfax-Ukraine) – The Security Service of Ukraine (SBU) has detained a former top official of the state-owned enterprise Kyiv Armor Plant, who in 2014, through corrupt actions, caused damage to the state in the amount of UAH 12 million allocated for the modernization of military equipment.
The SBU press service said on Tuesday that in the second half of 2014, a man fled to the occupied territories of CADLR to avoid punishment. Law enforcers established where he stayed and detained him while he was crossing the contact line at the Stanytsa Luhanska checkpoint.
It was established that he registered several shell enterprises in various regions of Ukraine, including Kyiv city and Kyiv region. Subsequently, under fictitious contracts, he transferred funds to the accounts of these companies intended for the fulfillment of the state defense procurement order. Payments were made either at inflated rates, or for outstanding work. In this way, budget funds were "withdrawn" and transferred into cash with subsequent appropriation by the participants in the criminal scheme.
According to preliminary estimates of the investigation, as a result of almost six months of illegal activities of the official, the state suffered damage in the amount of UAH 12 million.
Now the former official was notified that he is suspected under Part 5 of Article 191 (misappropriation, embezzlement or seizure of property by abuse of office, committed on an especially large scale) and Part 2 of Article 366 (official forgery) of the Criminal Code of Ukraine.
Investigative actions are ongoing to identify other people involved in the scheme.
