Russia introduces total control of military service, limiting their civil rights – Ukrainian intelligence
KYIV. Dec 5 (Interfax-Ukraine) – Russia is creating a single electronic database of conscripts, for this purpose all existing military records and archives of military enlistment offices are digitized, the Main Intelligence Agency of the Ministry of Defense of Ukraine reports.
"The main goal of the project is to create an automated system of accounting and control of persons subject to mobilization. Upon completion of the development of the system, it will be combined with the databases of the Ministry of Internal Affairs (to control documents for traveling abroad), the Migrant system (to account for non-residents and those wishing to change citizenship), the traffic police (control of owners and users of vehicles), personal pension account number, Russian Cadastre, Russian Register, tax payer ID number and even the customer bases of mobile operators," the message says.
The Agency noted that after commissioning, this system will provide the possibility of total control over military conscripts who do not live at the place of registration, which guarantees the receipt of summonses even if physical contact is impossible (in the form of SMS messages, emails, messages from social networks).
"The possibility for those liable for military service to leave the territory of Russia without a special permit will be completely closed. They will also be restricted from using public services. If necessary, persons subject to mobilization may be blocked from bank accounts, access to payment systems or even pension savings. Employers will be informed about the obligation of certain actions against those who avoid mobilization," the report says.
The system should be operational by the beginning of February 2023. At the same time, in the temporarily occupied territories of Ukraine, the occupiers are introducing military registration of men from 17 to 65 years old.
"Regardless of the consent of a particular person, all of them are declared ‘citizens of Russia’ by default, subject to conscription. They are prohibited from leaving their place of residence, except for evacuation deep into the occupied territories," the intelligence service said.
