Relaunch of State Service of Ukraine for Transport Safety requires $500,000 – Deputy Minister of Infrastructure
KYIV. Oct 6 (Interfax-Ukraine) – The relaunch of the State Service of Ukraine for Transport Safety, according to the estimates of the Ministry of Infrastructure, requires $500,000.
"These funds will be attracted at the expense of donor funds. I hope that we will be able to do this this year," Deputy Minister of Infrastructure of Ukraine Mustafa-Masi Nayyem said during a roundtable on reforming the service.
According to him, potential losses for Ukraine’s GDP from the work of the unreformed service by 2030 could amount to $10 billion.
Speaking about critical problems in the State Service for Transport Safety, Nayyem said that currently the service is experiencing a lack of inspectors. Today, there are only 176 of them in the staff. He also noted the insufficient qualifications of employees and low salaries of inspectors – UAH 6,000-7,000. To solve the personnel issue, it is planned to expand the staff and raise salaries to UAH 15,000.
The next problem in the service, according to the deputy minister, is the issue of illegal transportation.
"We have an understanding that up to 40% of traffic on the domestic market is illegal. This is, first of all, incorrect regulation of the market and lack of control," he said.
In addition, according to the deputy minister, the State Service for Transport Safety is closed for the market: there is no understanding of needs, cooperation and coordination, there is no interaction with transportation at the regional level. To contact the market, the service plans to launch a hot line.
In addition, among the problems is imitation of size and weight control.
According to information released during the roundtable, the WIM system, launched in test mode in 2020, out of 5.5 million trucks recorded almost 1.2 million trucks that were moving in violation of the limits. Stationary weight complexes of the State Service for Transport Safety in the same period revealed 2.2% of violations, having checked only 650,000 vehicles. Thus, WIM sites in different regions demonstrate that the trend of violations is more than 20%, that is, almost 10 times more than the service records.
Nayyem said that 52 WIM complexes throughout the country are now fully functioning and collecting data. By the end of the year, it is planned to launch up to 100 WIM complexes.
According to the deputy minister, now the digitalization of the State Service for Transport Safety is also the priority: to remove the human factor as much as possible both from the roads and from the provision of administrative services.
"We have already received confirmation from the Ministry of Finance and the government for additional funds for our digitalization projects. By the end of this year, UAH 40 million will be allocated," he added.
