Register of property damaged, destroyed by aggressor in Ukraine becomes operational
KYIV. Aug 26 (Interfax-Ukraine) – The Ministry of Infrastructure of Ukraine has launched the Register of Damaged and Destroyed Property due to Military Aggression.
As reported on the ministry’s website, a single database will contain information on all residential, transport and social infrastructure affected during the hostilities.
The register will be used to provide citizens with compensation for damaged housing, as well as to plan and manage the recovery process.
"The creation of the register is the basis for the digital restoration of the country. It is in the register that information on all the destruction caused by Russian military aggression, various types of objects and various types of property will be accumulated. The need for such work is caused by the scale of destruction – in six months of the full-scale invasion, the enemy caused direct damage to the infrastructure Ukraine for $113.5 billion," Minister of Infrastructure of Ukraine Oleksandr Kubrakov said.
As the next stage, it is planned to launch the development of all modules of the system with the support of donors and partners, together with a coalition of public organizations RISE Ukraine.
The system should become the only anti-corruption tool of public administration, ensure transparency and efficiency of recovery and coordination with international partners.
Ad hoc commissions set up by local self-government bodies and military-civilian administrations will enter the results of damage surveys into the register. The commissions will verify the data already entered by citizens, in particular through the Diia application.
Currently, more than 256,600 applications for damaged or destroyed property of citizens, with a total area of more than 17.7 million square meters, have been received through the Diia portal and application.
The register of damaged and destroyed property will also include information on damaged state-owned and municipal property, as well as transport, energy and other infrastructure.
According to the report, the functioning of this register is provided for by bill No. 7198 on compensation for damage and destruction of certain categories of real estate objects due to hostilities, terrorist acts, sabotage caused by the military aggression of the Russian Federation, which is being prepared for the second reading in the Verkhovna Rada.
