Razumkov believes legal conflict in bill on de-oligarchization can be corrected by presidential veto
KYIV. Sept 29 (Interfax-Ukraine) – It is possible to correct the legal conflict that arose during the voting for the bill on de-oligarchization by vetoing it on the part of the President of Ukraine Volodymyr Zelensky and returning the document to the Verkhovna Rada with the proposals of the head of state, Parliament Speaker Dmytro Razumkov said.
"This can be corrected as follows: it can either be the president’s veto, the return [of the bill] to the Verkhovna Rada with proposals. Moreover, the president is the author of this bill. The law can be either signed, and after that it will be necessary to make changes to this law," Razumkov said on the air of the Nash TV channel on Tuesday evening.
At the same time, he stressed that the Rada will not be able to re-vote this bill in accordance with the procedure provided for in Article 131 of the Regulation.
"It does not need to be re-voted. There is a procedure in accordance with Article 131, but it works if the law was voted according to the Rules of Procedure, in accordance with the Constitution. As the chairman of the Verkhovna Rada, I believe that the Rules have been violated. Therefore, to launch Article 131, it will be wrong to re-vote some amendments. Secondly, I have a conflict of interest, therefore, my amendments are taken into account in the bill," the head of the Verkhovna Rada explained.
At the same time, Razumkov informed, the Rada plans to consider draft resolutions blocking the signing of the bill on de-oligarchization on the next plenary Tuesday, October 5.
"On Tuesday, resolutions will be voted to abolish [the bill on de-oligarchization], which actually block [the signing of the bill by the speaker and the president]. I think that the Verkhovna Rada will not support them. Hopefully, by that time, the committee will issue the correct text, for which the parliament voted, without any manipulation. If this [consideration of ‘blocking’ draft resolutions] happens, on the same day I will sign the law and send it to the president for signature. As soon as it returns either with a veto or with the signature of the president, we will definitely publish it in the parliamentary newspaper Holos Ukrainy [after being published in this parliamentary newspaper, the law comes into force]," the speaker explained.
