Rada passes bill on mandatory licensing procedure for activities in nuclear field

KYIV. Sept 21 (Interfax-Ukraine) – On September 20, the Verkhovna Rada, with 272 votes in favor, adopted at the first reading the bill on amendments to the law of Ukraine on licensing activities in the sphere of the use of nuclear energy.

The bill proposes the introduction of the practice of prior notification by the subject of activity of the body of state regulation of nuclear and radiation safety of their intentions to carry out activities before its commencement.

"Such changes are necessary to implement the provisions of the European Union Directive on the establishment of basic safety standards for protection against the dangers arising from exposure to ionising radiation," the State Nuclear Regulatory Inspectorate of Ukraine said on its website.

The regulator said that the bill also provides for the possibility of leaving an application for a license without consideration and determines the grounds for making such a decision. In addition, changes were proposed on the procedure for licensing, in particular, on the timing of consideration of documents for obtaining a license.

The changes proposed by the bill are aimed at optimizing the activities of both the state regulatory body for nuclear and radiation safety and the applicant, the regulator said.
