Rada may raise 2023 state budget deficit by UAH 3.8 bln for healthcare, infrastructure, agricultural loans and business grants

KYIV. Jan 31 (Interfax-Ukraine) – A group of 18 MPs, including first Deputy Chairman of the Rada Oleksandr Korniyenko and head of the budget committee Roksolana Pidlasa (the Servant of the People faction) proposes to increase spending and loans on the special fund of the state budget for 2023 by UAH 5.56 billion for healthcare, restoration of bridges, improvement of checkpoints, preferential loans to farmers and grants to businesses.

According to draft law No. 8399 on amendments to the state budget for 2023, registered in the Rada on January 30 and published on the website on Tuesday night, external borrowing should become sources of funding with a corresponding increase in the state budget deficit by UAH 3.84 billion, international grants by UAH 450 million and the return of unused UAH 1.28 billion to pay unemployment assistance.

In addition, the bill provides for the transfer of the budget program Fund for the Elimination of the Consequences of Armed Aggression to the Ministry of Restoration from the Ministry of Finance and makes changes in connection with the creation of the State Agency for State Agency for Restoration and Infrastructure Projects.

It is clarified that according to the framework agreement with the government of Austria, it is planned to allocate UAH 1.35 billion to the Construction and Modernization of Healthcare Institutions program, and UAH 1.12 billion to the State Restoration Agency for the restoration of six bridges under the Memorandum of Understanding with UK Export Finance.

In addition, additional UAH 370 million will be allocated for the formation of the charter capital of the Partial Loan Guarantee Fund for the Ukrainian agriculture, UAH 1.28 billion for providing grants for starting a business, the purchase of unmanned aerial systems and means of monitoring the state border – UAH 290 million and the development of border road infrastructure and the arrangement of checkpoints – UAH 1.09 billion.

The bill also provides for the redistribution of UAH 1.83 billion from the funds allocated by the Ministry of Restoration for the renewal of rolling stock for the transportation of passengers and the modernization of railway infrastructure for the development of passenger transportation (UAH 1.14 billion) and financing measures for the development of airfield infrastructure through the State Restoration Agency, including the completion of construction, reconstruction of the airfield and energy infrastructure involved in ensuring the proper functioning of the Lviv International Airport and the financial support of measures to ensure traffic in accordance with state programs (UAH 690 million).
