Rada has not yet discussed new tax reform – Arakhamia

KYIV. Sept 16 (Interfax-Ukraine) – The 10-10-10 tax reform, presented by Deputy Head of the President’s Office Rostyslav Shurma, has not yet been discussed in the Verkhovna Rada, David Arakhamia, leader of the Servant of the People parliamentary faction, has said.

"This initiative did not reach the Verkhovna Rada. There are no drafts, no ready-made bills, no parliamentary factional hearings. Now there is only a public campaign from the authors of this concept," he said in an interview with Forbes.

According to the deputy, in terms of marketing, this is "an excellent story, it is easily sold to businesses."

"The main question is: at whose expense will it be implemented? Now the minimum budget deficit for next year is $38 billion a year. Who will cover an additional deficit of several billion dollars from lost taxes? The initiators of the reform believe that this gap in the budget that business will work more "in the open." But now it’s all at the level of assumptions, there are no specific calculations," Arakhamia said.

He said that this idea should be "sold" not so much to the parliament as to Ukraine’s international partners, who now "give money to support the economy."

"During the war, it is impossible to find a justification for this. After the war, it will also be difficult, as there will be new items of expenditure for the restoration of cities, infrastructure, etc.," the parliamentarian said.

He is convinced that in this case a specific discussion is needed, with calculations and possible risks, but now this is "a story more about who will outshout whom, and not about real reform."
