Rada extends licenses for radio frequency spectrum, number resource for period of martial law, six months after it
KYIV. Aug 16 (Interfax-Ukraine) – The Verkhovna Rada has extended the validity of licenses for the use of the radio frequency spectrum and number resource for the duration of martial law and six months after its cancellation, Oleksandr Fediyenko, Deputy Head of the Parliamentary Committee for Digital Transformation (the Servant of the People faction), has said.
Bill No. 7486 at the second reading was supported by 266 MPs at the plenary session on Tuesday, with the required 226 votes.
The document also proposes for the duration of martial law in Ukraine or its individual areas and within six months from the date of its termination/cancellation, to postpone the fulfillment of the conditions of licenses for the use of the radio frequency spectrum by its users.
In addition, the regulatory authority (the National Commission for the State Regulation of Electronic Communications, Radiofrequency Spectrum and the Provision of Postal Services), no later than a month before the expiration of six months from the date of termination or cancellation of martial law, shall assess, in accordance with the procedure established by it, the possibility of fulfilling the conditions of licenses by users of the radio frequency spectrum, after which a decision may be made on the need for an additional delay for one and the same term (not exceeding two years) for all licensees.
It is also proposed including the Ukrainian State Centre of Radio Frequencies (UCRF) in the list of state-owned enterprises exempt from paying dividends (previously, the UCRF paid dividends in the amount of 30%)
In addition, the National Commission, as an industry regulator, undertakes to maintain a register of providers of electronic communication networks and services.
It is planned that the implementation of these initiatives will ensure the stable functioning of the electronic communication network of the state and improve the management in the field of electronic communications in peacetime and wartime.
