Rada allocates UAH 19 bln to Ukravtodor from 2021 state budget, UAH 500 mln to create national air carrier
KYIV. Dec 3 (Interfax-Ukraine) – The Verkhovna Rada on Wednesday additionally allocated UAH 19 billion from the state budget to Ukravtodor for the development of the network and maintenance of highways of state importance, as well as UAH 500 million for the formation of the charter capital of the national air carrier.
Corresponding amendments to the 2021 state budget were introduced by law No. 6298, supported by 242 MPs.
Initially, this bill, passed at the first reading on November 18, envisaged an increase in spending by UAH 2.5 billion, including for Ukravtodor by only UAH 1 billion – to UAH 67.368 billion, and such a significant yet another increase in road spending was criticized by the opposition during the consideration of the law.
In general, the law increases revenues and expenditures of the 2021 state budget by UAH 48.65 billion, including the general fund – by UAH 21.75 billion.
A significant part of this increase is provided by an increase in the royalty for natural gas by UAH 31.65 billion due to its sharp rise in price and will be offset with regional heat supply companies and water utilities.
In addition, revenue growth should be provided by additional receipts from domestic VAT (UAH 10.3 billion), corporate income tax for UAH 3.17 billion and import VAT (UAH 1.07 billion).
Other additional expenses include additional subsidies to local budgets for the heating season of UAH 510 million and for the development of sports infrastructure for UAH 350 million, financing of the State Border Guard Service for UAH 200 million, the National Guard for UAH 270 million and the civil defense forces for UAH 120 million (mainly for salaries).
In addition, expenses on financial support for agricultural producers were increased by UAH 165 million.
