Rada adopts at first reading three bills on regulation of freelancers, other labor relations
KYIV. Sept 23 (Interfax-Ukraine) – The Verkhovna Rada on September 21 adopted at the first reading bills No. 5388, No. 5161 and No. 5266 on changes in the design and regulation of labor relations, in particular on the introduction of a special type of employment contract – with non-fixed working hours (No. 5161).
"The bill creates a legislative framework for regulating the work of freelancers. At the legislative level, the possibility of employers to attract employees to implement work that is not permanent, but repetitive," Head of the profile committee Halyna Tretiakova, said presenting the bill, which was supported by 327 MPs.
According to her, it is also improving the procedure for calculating single social security contributions for people who use freelance labor.
Bill No. 5266, backed by 296 MPs with the required minimum of 226 votes, was developed as part of the implementation of the Ukraine-EU Association Agreement and deals with issues of employment, elimination of discrimination, recognition of the right to collective bargaining, strengthening the capacity of social partners and promoting social dialogue.
As noted in the documents to it, with its adoption, certain provisions of the directives of the European Union, conventions and recommendations of the International Labor Organization, as well as the European Social Charter will also be implemented.
The least number of votes – 244 – was given to bill No. 5388 on the deregulation of labor relations. "This government bill stimulates employers to legalize labor relations, creates the preconditions for more effective compliance with labor legislation, provides for the establishment of a convenient schedule of working hours and rest, as well as effective use of the vacation period," Tretiakova said.
At the same time, the bill was criticized by MPs Serhiy Rudyk (For the Future party) and Mykhailo Volynets (Batkivschyna) for diminishing the role of trade unions.
