Rada adopts at first reading changes to some legislative acts regulating transplantation issues

KYIV. Sept 21 (Interfax-Ukraine) – The Verkhovna Rada adopted at the first reading changes to some legislative acts of Ukraine regulating the transplantation of anatomical materials to humans.

Some 309 deputies backed bill No. 5831 on Tuesday.

In an explanatory note to it, in particular, the norms in force in Ukraine have now ensured the development of the transplantation system in Ukraine. Thus, for the first time in Ukraine, allogeneic non-family transplantation of hematopoietic stem cells was performed in a child and an adult. For the first time in the history of domestic transplantation, there is a change in the structure of donations of anatomical materials. Now, it has a 50 intravital and 50 posthumous donations ratio, which brings Ukraine closer with this indicator to the countries with advanced transplantation. Also important are the changes that made it possible to provide funding for this area of the healthcare system, for example, the fact that medical institutions providing high-tech expensive medical care by transplantation receive adequate funds.

In addition, the "decriminalization" of legislation and the introduction of the procedure for carrying out transplantations also contributed to the positive changes in this area.

The current version of the law on the use of transplantation of anatomical materials in humans has provided many other positive changes in the field of transplantation, first of all, the number of health care institutions providing medical care by the method of transplantation has increased, and their interaction with each other and health care institutions in which the donor is located has improved. The unified public information system for organ and tissue transplantation provides accounting of transplants, automation of matching donor-recipient pairs, etc. The activities related to transplantation are coordinated and constantly monitored by the specialized state-owned organization Ukrainian Center for Transplant Coordination, which makes it possible to conduct an operational analysis of information related to the transplantation system in Ukraine.

At the same time, the current version of the law on the use of transplantation of human anatomical materials, developed and adopted on its basis bylaws, gave an understanding of the need to make certain changes and clarifications to the current edition of the law to improve some of its provisions, which will allow the domestic system of transplantation to be more effective, the authors of the explanatory note said.
