PRESS RELEASE: White Price: an education initiative on how consumers and bona fide entrepreneurs fill the budget together

On December 8, 2021, the Center for Social and Economic Research CASE Ukraine launched the White Price, an educational initiative which instructs Ukrainians about taxation of their purchases.

According to CASE Ukraine’s Executive Director Dmytro Boyarchuk, White Price reminds consumers that the price of goods includes indirect taxes, such as the VAT. Therefore, when they buy goods or services, they also fill the budget. "According to a 2020 sociological survey by CASE Ukraine, only 20% of Ukrainians know how much they pay at the store when buying goods," said Mr. Boyarchuk.

According to the initiators of the White Price Initiative, not all sellers transfer indirect taxes (VAT, import duties, and excise taxes) to the budget, fully or partially, and do not include them in the price of goods, making them cheaper.

"Therefore, we will conduct the White Price Initiative only in cooperation with entrepreneurs and businesses that will prove their integrity, added Mr. Boyarchuk." They will receive the White Price distinction because they honestly act as tax agents, i.e., transfer their clients’ taxes to the treasury, and thus finance Ukrainian doctors, the military, teachers, etc. together with their customers."

Hence, where there is a "White Price" mark, buyers will know that the owner is candid with taxpayers and the budget.

"We would like to match the consumers’ economic knowledge with the desire of honest entrepreneurs to stand out," explained Dmytro Boyarchuk.

To join the White Price initiative, it is necessary to fill out a questionnaire, which will be checked to comply with the candidate’s integrity criteria, the organizers explain.

"We have so far developed criteria for four industries: consumer electronics, alcohol, medicines, and fuel," said Andriy Savarets, an associate expert at CASE Ukraine. "And we will develop them for other markets as well."

According to Andriy Savarets, the integrity criteria are divided into three parts: the company, the sales procedure, and the product itself. Each criterion is not self-sufficient; and only in its entirety can we say that the seller is compliant with the White Price criteria.

The initiative’s author, organizer, and rights holder is the Center for Social and Economic Research CASE Ukraine. The White Price Initiative is implemented within the Price of the State framework.
