PRESS RELEASE: The European business association is concerned about non-compliance with market principles and the accumulation of debts in the energy sector
The Ukrainian business community is concerned about how the gas and energy sectors are developing in Ukraine. The direction chosen by the state may have a negative impact on its ability to fulfill the obligations associated with EU membership.
European business associations are concerned about non-compliance with market principles and achieved reforms in the Ukrainian gas sector. In particular, the Third Energy Package, which is implemented in Ukrainian legislation.
“Introduction of a single operator of gas distribution networks in the structure of within a vertically integrated undertaking do not fully correlate with the EU acquis and Ukraine’s obligations as a candidate status in the energy field. We hope that the situation will be carefully considered because there are warnings that such concentration may seriously and negatively affect the whole market structure and previous developments on reforming the gas market of Ukraine” – the EBA letter says.
Taking to account the abovementioned, the European Business Association in Ukraine would like to pay attention to the about mentioned situation to the EU Ambassador and Head of the European Union Delegation to Ukraine Mr. Matti Maasikas, Director of the Energy Community Secretariat Mr. Artur Lorkowski, IMF President Mr. Vahram Stepanyan, Deputy Director-General – Directorate-General Neighbourhood and Enlargement Negotiations (DG NEAR) Ms. Katarína Mathernová. As the creation and introduction of a single operator of gas distribution networks in the structure of within a vertically integrated undertaking do not fully correlate with the EU acquis and Ukraine’s obligations as a candidate status in the energy field.
We hope that the situation will be carefully considered because there are warnings that such concentration may seriously and negatively affect the whole market structure and previous developments on reforming the gas market of Ukraine.
On February 2, 2023, the European Commission published the Analytical Report following the Communication from the Commission to the European Parliament, the European Council, and the Council Commission Opinion on Ukraine’s application for membership of the European Union.
However, since the state of play in June 2022, there were taken certain steps in the Ukrainian gas market that, on the opinion of European Business Association in Ukraine member-companies, may negatively affect the next Report and the overall situation in the gas industry in Ukraine.
