Preparation of proposals for comprehensive recovery plan for Ukraine starts – Reforms Delivery Office

KYIV. May 5 (Interfax-Ukraine) – The Reforms Delivery Office of the Cabinet of Ministers announces the start of preparation of proposals for a comprehensive plan for the restoration of Ukraine.

"On May 5, the first meetings of the working groups created under the National Council for the Recovery of Ukraine from the Consequences of the War started. The main task of the groups in the coming weeks will be to analyze the current situation and develop proposals for the plan of recovery and development of Ukraine within United24," the press service of the office said.

It is noted that a consultative and advisory body, the National Council for the Recovery of Ukraine from the Consequences of the War, was created to develop the recovery plan.

The working groups under the national council included people’s deputies, representatives of the government, the Office of the President, central and local executive authorities, local governments, businesses, non-governmental and international organizations, Ukrainian and international experts.

According to the report, the main goal of the plan is not just the recovery of destroyed or damaged facilities, but a radical transformation of the state into a new European country based on the principles of a green economy.

The recovery plan will have two dimensions: parametric and regional.

"The national council, based on the proposals of the working groups, will determine the parameters for the restoration and modernization of each sector of the economy. Partner countries, twin cities or corporations can help in the restoration of a particular Ukrainian city or region," the report says.

It is noted that the comprehensive recovery plan will be financed from a special fund that accumulated and redistributed funds.

The fund itself will be filled from the following sources: assistance from partner countries, international financial organizations, international humanitarian organizations and charitable foundations; frozen, confiscated assets of the Russian Federation; contributions from large international corporations; private contributions.

One of the elements of the fund will be the online fundraising platform United 24.

As reported, on May 5, President of Ukraine Volodymyr Zelensky announced the launch of the United24 global initiative.
