PGO asks court to arrest Rudkovsky in connection with violation of travel conditions

KYIV. Aug 27 (Interfax-Ukraine) – The Prosecutor General’s Office (PGO) is initiating the issue of changing the measure of restraint for ex-Minister of Transport and Communications Mykola Rudkovsky, suspected of organizing the abduction and torture of the head of the Naftogazvydobuvannia company, in connection with the suspect’s violation of the conditions for traveling abroad.

"A prosecutor of the PGO has filed a petition to the court to change the measure of restraint from overnight house arrest to the detention of the former MP suspected of abducting and torturing the former head of a private gas company," the Prosecutor General’s Office told Interfax-Ukraine.

At the same time, the PGO explained that such a decision was made in connection with the violation by the suspect of the conditions of the prosecutor’s permission to travel abroad exclusively to Vienna (Austria) in order to receive qualified medical care.

"The violation was established based on the results of checking the information of the media that he was seen on the territory of the Principality of Monaco," the PGO added.

Earlier, the Prosecutor General’s Office verified the information about Rudkovsky’s stay in Monaco and admitted the possibility of initiating a change in the preventive measure "in case of confirmation of the violation by the suspect of the obligations imposed on him."

The PGO explained that by the decision of the investigating judge of the Pechersky District Court of Kyiv dated July 5, 2021, the petition of the suspect’s defense lawyer to change the preventive measure in the form of detention in connection with the presence of the suspect with numerous chronic diseases was satisfied, which is confirmed by the medical documentation attached to the petition.

Thus, the PGO said, a measure of restraint in the form of night house arrest was applied to Rudkovsky, and on July 30, the suspect appealed to the procedural head in criminal proceedings with a request to grant him permission to leave for examination and treatment in Vienna (Austria) during the period from August 5 to August 21, 2021. On August 2, such permission was granted.

As reported, on February 25, the Security Service of Ukraine (SBU) informed that law enforcement officers had uncovered the abduction of the former head of the private gas production company Naftogazvydobuvannia, MP Seminsky. As part of the proceedings, five persons were notified of suspicion, involved in these crimes under Articles 127 (torture), 146 (kidnapping) and 189 (extortion) of the Criminal Code of Ukraine.

Ex-Minister of Transport and Communications (2006-2007) Mykola Rudkovsky was handed suspicion of organizing the abduction of head of Naftogazvydobuvannia, MP Seminsky. The suspicion was put forward Under Part 3 of Article 27, Part 3 of Article 146 (illegal imprisonment or kidnapping), Part 3 of Article 27, Part 2 of Article 127 (torture), Part 3 of Article 27, Part 4 of Article 189 (extortion) of the Criminal Code of Ukraine.

Seminsky was kidnapped in February 2012. The criminals staged a fake traffic accident, after which they seized him and had been helding him for three years. After the abduction of the head of Naftogazvydobuvannia, a conflict broke out between his business partners over the distribution of the company’s shares.

In May 2015, the kidnappers released Seminsky.
