Parliament adopts bill on MEA implementation in Ukraine

KYIV. Sept 21 (Interfax-Ukraine) – The Verkhovna Rada of Ukraine adopted at second reading bill No. 4662 on Tuesday, which will provide an opportunity for the procurement of medicines under managed entry agreement (MEA).

The parliament passed the relevant decision with 309 votes in favour.

"A positive vote creates a full-fledged legislative basis for the application of the MEA mechanism in Ukraine," Health Minister Viktor Liashko said on Facebook.

According to him, the MEA mechanism is used all over the world to provide patients with complex and rare diseases with innovative medicines, in particular, oncological diseases (57%), eye diseases (33.9%), skin diseases (28.8%).

"Why is this important? Now, on behalf of the Ministry of Health, SOE ‘Medical Procurement of Ukraine’ has the opportunity to enter into direct negotiations with manufacturers of original innovative medicines for their purchases," Liashko said.

He said the MEA mechanism will facilitate access to medicines for patients, effectively using budget funds.

In turn, Manager of the European Business Association (EBA) health committee Dmytro Lurye said the association welcomes the adoption of this law.

"We welcome the adoption of this long-awaited decision, which will fully launch the operation of the MEA mechanism, previously regulated at the sub-legal level by a government decree, but without these changes it could not fully earn money," he told Interfax-Ukraine.

Lurye said the members of the EBA committee expect that medium-term budget planning will be applied to MEA, which will require changes to the Cabinet of Ministers resolution so that MEA can be concluded for a period of up to three years, and this will additionally ensure the effectiveness of this mechanism and the best conditions for negotiations on their conclusion.
