Oncology centers short of medicines due to incorrectly submitted applications – Liashko

KYIV. Jan 19 (Interfax-Ukraine) – The reason for the shortage of medicines purchased at the expense of the national budget, which cancer centers faced at the end of 2022, may be incorrectly submitted applications for procurement, Health Minister of Ukraine Viktor Liashko has said.

"The crisis arose with some oncology drugs in the country, because the State Enterprise Medical Procurement of Ukraine purchased drugs according to the orders that were collected from regions, and it planned the delivery schedule so that there were no leftovers when the new batch arrives. Oncology centers started to change the quantity at the last moment, when patients were already talking about the lack of medicines, and we came to the conclusion that a crisis occurred because someone had submitted statistics incorrectly, the medicines had not yet arrived, and a gap without them appeared. We have to take measures to prevent such cases and this is a systemic solution: in December 2022, the government decided to pilot the e-Stock system, which obliges everyone to accurately and efficiently submit information about the remaining drugs," he said in an interview on the Doctor Bulavinova YouTube channel on Thursday.

Women against Cancer announced the absence of many drugs at oncology centers and pharmacies, while retail prices for them increased significantly in 2022. In turn, Acting Director General of the State Enterprise Medical Procurement of Ukraine Edem Adamanov said that one of the reasons for the shortage, in particular, was the incorrect calculation of the requirement for 2021-2022.

Earlier, the Health Ministry of Ukraine issued decree No. 1483 dated December 30, 2022 to launch a pilot of the e-Stock accounting system for medicines and medical devices. As part of the e-Stock system, medical institutions must submit requests for necessary medicines and medical devices, which will be purchased at public expense. At the first stage, modules for collecting requests and managing users were launched.
