Monopoly criterion in law on oligarchs wide: AMCU's list of natural monopolies has 357 pages
KYIV. Nov 8 (Interfax-Ukraine) – The Consolidated List of Natural Monopolies of the Antimonopoly Committee of Ukraine (AMCU), published on its website, as of September 30, 2021, occupies 357 pages, each of which contains up to 10-11 companies.
According to it, the bulk of such monopolies are regional companies for the transportation of heat, the supply of water and sewerage services, which register is maintained by the National Energy and Utilities Regulatory Commission (NEURC).
In particular, the nitrogen enterprises owned by Dmytro Firtash, Rivneazot, Severodonetsk Azot Association, Cherkasy Azot or Dniproazot owned by Privat Group are included in the list of natural monopolies precisely as suppliers of water or water disposal services.
According to the same criteria, such large industrial enterprises as Azovstal Metallurgical Plant, Pivdenny (Southern) Mining and Processing Plant, United Mining and Chemical Company, Kriukiv Car Building Works or Teofipol Sugar Plant were found in the document.
This list also includes distribution companies for natural gas and electricity (regional electricity and gas companies), but there are relatively few of them – about 80.
There are more than 30 airports in the list that are responsible for takeoff and landing and aviation security, including those associated with the Bukovel ski resort, Skorzonera LLC (Ivano-Frankivsk airport) and New Systems AM LLC of Oleksandr Yaroslavsky (Kharkiv airport).
The number of subjects of natural monopolies includes only seven companies that operate throughout Ukraine: UkSATSE, Ukrzaliznytsia, Ukrtransgaz, Ukrtransnafta, Ukrainian GTS Operator, Ukrenergo and Ukrkhimtransammiak.
As reported, the law on the prevention of threats to national security associated with the excessive influence of persons with significant economic or political weight in public life (oligarchs) was published in the newspaper Holos Ukrainy (Voice of Ukraine) on November 6, entered into force the next day and is introduced in effective six months after entry into force.
