MGP for 2023 focused on needs caused by war, provides for retaining range tariffs – National Health Service
KYIV. Jan 11 (Interfax-Ukraine) – The Medical Guarantees Program (MGP) for 2023 will be focused on patient needs caused by the war, and specific packages will be provided for healthcare facilities located in the occupied territories and hostility areas.
The press service of the National Health Service of Ukraine said that the 2023 MGP includes a total of 39 packages of services, the budget of the program is estimated at more than UAH 142 billion, including UAH 4.7 million for reimbursement of medicines.
One of the program’s priority directions in 2023 will be medical rehabilitation. The tariff for outpatient rehabilitation services will be UAH 10,820, for inpatient rehabilitation services – UAH 19,769 if one type of rehabilitation services is provided.
If a patient receives several types of rehabilitation services at a time, the tariff will be UAH 33,607.
The National Health Service also said the tariffs for medical support during childbirth will remain at the level of UAH 15,137 and around UAH 20,000 for the healthcare facilities that will provide mothers and babies with comprehensive medical services.
The price of the package of Medical Rehabilitation for Babies Born Prematurely and/or with Health Problems during the First Three Years of Life will remain at the level of UAH 10,820, the price of neonatal care – at UAH 135,000. The maximum cost of treatment for premature babies at the Level 3 perinatal centers will be UAH 162,000, and healthcare facilities contracted under this package will be determined in each region.
The National Health Service also retained tariffs for the treatment of oncological diseases, in particular, for chemotherapy treatment at the level of UAH 36,000, and for the treatment of children from oncological diseases – at the level of up to UAH 131,000, for the treatment of oncohematological diseases – UAH 74,000.
In addition, six studies for the early detection of oncology remain a priority.
The 2023 MGP will have a package of psychological support services at the primary level, introduced in 2022, while the tariff for inpatient psychiatric care has been increased to UAH 13,151.
In addition, medical institutions in the occupied territories and in the hostility areas will receive payments under separate packages.
The program also provides for a package of services for medical institutions in the occupied territories aimed at the preservation of human resources to provide medical care to the population in the temporarily occupied territories. The package will be valid for municipal medical institutions in accordance with the list established by the Reintegration Ministry.
Tariffs for these medical institutions will depend on the number and categories of employees as of December 1, 2022. Thus, the base salary for heads of medical institutions and heads of structural divisions will be UAH 26,000, for doctors (except for interns) – UAH 20,000, for paramedical staff – UAH 13,500, for other employees and interns – UAH 6,700.
There is also a package titled "Preparedness and Provision of Medical Care to the Population in the Area of Hostilities" for which municipal medical institutions (except dental and primary care) in the combat zone will be contracted, which are indicated in the list of the Reintegration Ministry, and which had a contract for outpatient and inpatient care, one of the surgical packages, inpatient psychiatric care, and tuberculosis treatment. The National Health Service will pay these institutions the actual cost of the services that medical institutions provided during 2022 under the specified packages.
