Maidan cases: Change in suspicion, new suspicion reported to ex-heads of Interior, Defense Ministries, SBU, number of other high-ranking officials

KYIV. Nov 9 (Interfax-Ukraine) – Law enforcers in the framework of the investigation into the Maidan cases reported a change in suspicion and a new suspicion to the former Minister of Internal Affairs of Ukraine, the head of the Main Directorate of the Ministry of Internal Affairs of Ukraine in Kyiv, their deputies and the commander of the capital’s Berkut special-purpose police regiment, the Prosecutor General’s Office (PGO) has reported.

"The change in suspicion was also reported to the former Minister of Defense of Ukraine, the Commander of the Internal Troops of the Ministry of Internal Affairs of Ukraine, the head of the Security Service of Ukraine and his deputy," the message says.

It is noted that suspicions were reported in connection with the organization together with the ex-president of Ukraine from February 18 to February 20, 2014 as part of a criminal group of illegal obstruction of meetings, rallies, campaigns and demonstrations, abuse of power and official powers by law enforcement officials, premeditated killings and completed attempted murders, causing deliberate grievous bodily harm, as well as terrorist organizations (Part 3 of Article 28; Article 340; Part 3 of Article 28; Part 3 of Article 27; Part 3 of Article 365; Part 3 of Article 28; Article 340; Part 3 of Article 28; Part 3 of Article 3; Article 28; Part 3 of Article 27; Clauses 1, 5, 12 of Part 2 of Article 115; Part 3 of Article 28; Part 3 of Article 27; Part 2 of Article 15; Clauses 1, 5, 12 of Part 2 of Article 115; Part 3 of Article 28; Part 3 of Article 27; Part 2 of Article 121; Part 3 of Article 28; Part 3 of Article 27; Part 3 of Article 258 of the Criminal Code of Ukraine).

The investigation found that the ex-heads of law enforcement agencies and the Minister of Defense of Ukraine, wishing to stop the mass protests that endangered the stay of the former President of Ukraine in power, organized the use of special means by law enforcement officials and servicemen of the Armed Forces of Ukraine without appropriate grounds and in violation of the norms of the current legislation, military equipment, firearms for violent counteraction and dispersal of demonstrators.

This led to mass casualties among protesters in the central part of Kyiv from Feruary 18 to February 20, 2014, including the unlawful death of 67 people. In total, 887 civilians and 132 law enforcement officers suffered from such actions of the ex-heads of law enforcement agencies and the ex-defense minister.

In addition, the former Minister of Internal Affairs, the head of the Main Directorate of the Ministry of Internal Affairs of Ukraine in Kyiv, his deputy and the commander of the capital’s Berkut special-purpose police regiment were informed of a new suspicion of organizing, together with the ex-President of Ukraine, a terrorist act against demonstrators who committed on February 18, 2014 year, a street procession from the Independence Square to the building of the Verkhovna Rada in support of the vote by Ukrainian parliamentarians for the return to the 2004 Constitution, which provided for the limitation of the powers of the President of Ukraine. As a result of the terrorist attack, four people were killed, and attempts were made to intentionally kill 10 people (Part 3 of Article 28, Part 3 of Article 27, Part 3 of Article 258 of the Criminal Code of Ukraine).

As reported, on November 5, the investigators of the SBI, in agreement with the prosecutor of the Prosecutor General’s Office, notified ex-President of Ukraine Viktor Yanukovych of suspicion as the head of an organized criminal group.

"According to the investigation, the group included former officials of the Ministry of Internal Affairs, Security Service of Ukraine and the Armed Forces of Ukraine. All of them are suspected of committing grave and especially grave criminal offenses during the mass protests that took place in the center of Kyiv from February 18 to February 20, 2014," the press service of the SBI told Interfax-Ukraine.
